OF INDIA) 3/197, POOMPUHAR ROAD, KARAIMEDU VILLAGE, SATTANATHAPURAM POST, NAGAPATTINAM DIST, SIRKALI TALUK- 609109, TAMIL NADU, Phone: +91 4364 265200, E mail: [email protected] INVITATION FOR QUOTATION Rajiv Gandhi Centre for Aquaculture (RGCA), a society under for Marine Product Export Development Authority (MPEDA), an autonomous body of Ministry of Commerce & Industry, Govt. of India invites quotations from the contractor’s satisfying the following eligibility criteria for the below mentioned works for its Artemia farm at Uppur, Ramanathapuram District for an probable cost of Rs.2.44 Crores NAME OF Proposed Construction Of Supporting Facilities And THE WORK Modification Of Existing Artemia Cyst Production Pond For SC/ST Beneficiaries At Uppur, Ramanathapuram District. ELIGIBILITY CRITERIA: 1. The Tenderer / Firm / Company should have a valid registration up to date from PWD / CPWD / MES / ISRO. 2. The Tenderer / Firm / Company should possess valid GST registration. 3. The tenderer/Firm/Company should have completed at least one work of similar nature costing not less than 80% of approximately estimated cost mentioned above or at least 2 works of similar nature costing not less than 60% of approximate estimate cost mentioned above in the last 5 years ending last day of the month. 4. The annual turnover of the bidder for the last three years should be at least Rupees one crore per annum. Copy of the IT returns or audited balance sheet duly certified by the Chartered Accountant to be enclosed with the technical bid. 5. All Photo copies of documents / registered certificates / BOQ’s should be signed, stamped and endorsed by self. TERMS & CONDITIONS : The contractor, before submitting the quotation should essentially inspect the site and ascertain all the necessary information, including the risks, contingencies, nature of ground, place of supply, unloading & installation etc. and also acquaint himself with the local conditions. Also the contractors may visit the facility on 30.08.2021 to 04.09.2021 between 10:00 am to 05:00 pm for clarifications if any. 1. The rate quoted by the contractor shall inclusive of all GST /TAX by the central Government/State Government as on the date of submission of the Tender. 2. All supporting services and facilities including electric power, supply of portable water, welfare of laborers etc. required for completing the works within the specified time should be arranged / taken care of by the contractor and RGCA shall not be liable to provide such services / responsibilities / facilities under any circumstances. 3. Rs.1000/= Demand Draft in favour of Rajiv Gandhi Centre for Aquaculture payable at Mayiladuthurai, Tamil Nadu which is non-refundable. 4. The Tender is to be submitted in two parts, each in a different sealed ENVELOPE duly marked. The envelope for Part I shall be marked “TD” (Technical Data) on the outside and that for Part II shall be marked “PS” (Priced Schedule). a. Part I – Envelope: To contain Tender document (Vol-I), Pre-Qualification Form, Earnest Money Deposit (EMD), Tender Fee of Rs.1000/- b. Part II – Envelope: To contain Bill of Quantities (Vol-II) in duplicate. The rates to be filled in both figures and words. In case of discrepancy, the entry in words will only be considered. c. Both Covers ‘Part - I’ & ‘Part - II’ duly sealed shall be super scribed with the name of work, the name and complete address of the Tenderer, shall be put into a Master envelope and sealed. The Master envelope should also be super scribed with the name of the work, the name and complete address of the Tenderer. 5. The contractor has to bear full liability for the Workmen Compensation Policy/ CAR Policy (Contractor All Risks) for the workers working under their rolls as required by law. 6. The rate quoted for the work shall be inclusive of all incidentals, hiring of all necessary equipment, transportation, testing, fabrication and expenses of staff/labour connected with the work. Nothing other than the quoted rates shall be entertained under any circumstances. 7. Every Tenderer shall be accompanied by an Earnest Money Deposit for Rs 2,44,000/- Only, in the form of Demand Draft drawn in favour of RAJIV GANDHI CENTRE FOR AQUACULTURE, payable at Mayiladuthurai, TAMIL NADU. Tenderers not accompanied by such Earnest Money are liable to be rejected straight away. E.M.D. in any other form may not be accepted. 8. The Earnest Money will be retained in the case of successful Tenderer as part of the Security. EMD given by unsuccessful Tenderers will be refunded without any interest and the same will be done only after successful Tenderer accepts the Contract and after providing Security Deposit. 9. On acceptance of Tender the earnest money of Rs 2,44,000/- or such other sum as may be specified in the notice inviting Tenders deposited by the successful Tenderer shall be converted as part of the retention money of the Contract. A deduction of 7.5% percent will be made from the value of works of each on account bill till the sum so deducted together with the earnest money amounts to the ceiling limit for retention money specified in the Tender. 10. The amount of retention money together with the Initial Security Deposit of 2.5% will constitute the security deposit for the due observance and execution of the terms and conditions of the Contract. 11. APPROVED LIST OF PRODUCTS: The materials required to be supplied by the Contractor shall be procured only after obtaining prior approval from RGCA. List of approved manufacturers/suppliers of materials is enclosed in the Tender BOQ. 12. The contractor shall be responsible to obtain necessary license from state and central government such as sand, aggregate quarry approval etc. Necessary supporting documents shall be provided by RGCA . 13. The Tender / BOQ’s without certified photo copies of documents in support of fulfilling eligibility criteria as above will be rejected. 14. All the sealed quotations should be submitted either by post or by courier and quotations submitted through e-mail will not be accepted. 15. The completed Tender / BOQ’s along with the requisite documents are to be submitted in sealed cover to “RAJIV GANDHI CENTRE FOR AQUACULTURE,(RGCA) Technology Transfer Training and Administrative complex, 3/197, Poompuhar Road, Karaimedu Village, Sattanathapuram Post, Pin-609109, Sirkali-Taluk, Mayiladuthurai District, Tamilnadu before 15.00 Hrs on 09.09.2021 16. The Intimation on opening of the Tender will be communicated to the tenders. Tenderers/authorized responsible representative may be present while opening the Tender envelope to clarify any variation from the Technical & commercial specifications. 17. Incomplete and late Tenders will be similarly rejected. RGCA reserves the right to reject any or all tender without assigning any reason whatsoever. 18. The time allowed for the completion of the work is 6 Months from the 7th day after the date of written order to commence the work and time shall be of the essence of the contract. 19. No consideration will be given to a Tender received after the time stipulated above and no extension of time will normally be allowed for submission of the Tender. 20. If the contractor fails to achieve completion of works with in the prescribed time, then the contractor shall pay to RGCA as liquidated damage for delay of each week or part thereof, shall be at the rate of one percent, on the total value of the contract. RGCA may, without prejudice to any other method of recovery, deduct the amount of such damages from any money in his hands. The amount or deduction of such damages shall not relieve the contractor from his obligation to complete the works, or from any other of his obligations and liabilities under the contract. 21. Canvassing in connection with Tenders is strictly prohibited and tenders submitted by the Contractor who resort to canvassing are liable to be rejected. 22. Tenders not fulfilling any or all of the conditions prescribed or which are incomplete are liable to be rejected. The Employer reserve the right to accept or reject any tender either in whole or in part without assigning for any reason for doing so and do not accept the lowest or any Tender. 23. President, RGCA will be the final arbiter in cases of potential conflicts of interest. 24. Jurisdiction: Any dispute regarding this contract will be settled within the Jurisdiction of Ramanathapuram district Tamilnadu. 25.
