DRAYCOTT IN THE MOORS PARISH COUNCIL MINUTES OF MEETING – 16 OCTOBER 2017 at 7.30pm DRAYCOTT CHURCH HALL Present: Cllr Holdcroft, Clarke, Winfield, Tabbernor, McLaughlin, Jones. Hannah Barter of Urban Vision E – setting up a Neighbourhood Plan? Hannah …. A quick chat to explain the process. Neighbourhood Plan – work with Locality and consult on local council plans. Working on 17 plans at the moment. Checkley, Brown Edge and Biddulph. Offices in Leek and Liverpool. A diversity of size of plan. Invited questions – up to £9K of financial support to do consultations, technical reports – heritage, housing needs, site allocations, Community rights. Apply on Locality website. Joanne Bagnall at SMDC. Help in gathering evidence and guidance on ways to move forward. Costs vary according to needs and wants. UVE set tasks rather than number of days needed. They would guide through what needs a professional and what could be done by us. Aim to help communities achieve what they want. Workshop on Housing site allocations then repeat surveys can be undertaken without support. Question from the floor – is it worth doing? No neighbourhood plan = no right of reply to SMDC plans on our behalf. Maybe timing on a questionnaire needs to be looked at again. Door knocking would seem to be the way forward to getting a bigger size sample. How would a question translate into planning policy? UV would expect to obtain a 40% representative sample. Checkley rep says their plan wouldn’t be where it is if it wasn’t for the input of UV. Strategic plan has to conform to the Local Plan and then incorporate into emerging plan. Proposal to set up a new steering group to then arrange a meeting with Hannah. Advise on filling in grant form. From Local Plan develop a masterplan – neighbourhood planning can help the aspirations of masterplans fill all the criteria. b. Public Participation – progress on speedwatch. Local Plan – SMDC are not notifying people of receipt of comments. Could the Parish Council write to find out why the comments are not yet visible on their website? LETTER. Draycott Old Road vegetation issue – said it’s been done but it hasn’t. 3 Declarations of Interests – none 4 To resolve that the minutes of the Parish Council held on 18 September 2017 are a correct record: PC/RT 5 Solar Array Fund applications a. Neighbourhood planning meeting attended by Cllr Jones. A longer presentation at Forsbrook. Questions raised on time commitment. Clerk to send Cllr Jones additional material. At the September meeting it was asked if there was progress on our plan. How could DPC proceed? Who would be willing to take on the work? Costs of advice. A meeting with Hannah – to find out more? Clerk to get in touch with Hannah to arrange. And Jo Bagnall from SMDC. A public meeting – with invitations. b. Some potholes have now been repaired. An inspection needs to be carried out to be sure where issues still remain. c. Draycott Level Noticeboard – no SMDC or SCC objections to siting the board on the wall (Cllr McLaughlin confirms). Work undertaken by local residents and Cllr Tabbernor d. Cresswell bus shelter refelted and repainted by local residents. e. £100 limit on spending. f. Matthew Pointon’s book is now available online. More details from clerk. 7 Correspondence a. Mr Robert Steele is taking responsibility for Churnet Valley and our new co-ordinator for Highways issues is Mr Trevor Mellor b. From the residents of Hawthorne Farm – regarding abuse of public footpath, signs being removed and trespassing – reported to PCSO. Awaiting further response from PCSO. PCSO has attended. c. A request from Draycott Community website about making it easier for residents to hear what is being said in debate? Change layout of tables? d. An inquiry on whether councillors completed the action requested in November 2016 to inform residents on their individual connections within the community and to then be published on our website.
