NECMETTIN ERBAKAN UNIVERSITY DIRECTIVE FOR INTERNATIONAL STUDENT ADMISSION PART ONE Objective, Scope, Basis and Definitions Objective Article 1. The objective of this directive is to determine the application and admission criteria of international student to associate degrees and undergraduate programs of Necmettin Erbakan University. Scope Article 2. This directive covers the laws to be applied to admit international students who want to have an education at associate degrees and undergraduate programs of Necmettin Erbakan University, on the basis of quotas allocated by the Council of Higher Education. Basis Article 3. This directive was drawn up in accordance with the decision of the General Assembly of the Council of Higher Education dated 01/21/2010 and 03/17/2010, the official document of the Directorate of Higher Education Council dated 01/27/2010 and numbered 3269. Definitions and Abbreviations Article 4. (1) The terms and abbreviations mentioned in this directive are defined as follows: a) RT : Republic of Turkey b) TRNC : Turkish Republic of Northern Cyprus c) CHE : The Council of Higher Education d) University : Necmettin Erbakan University e) Senate : Senate of Necmettin Erbakan University f) Rector : Rector of Necmettin Erbakan University g) Rectorate : Rectorate of Necmettin Erbakan University h) University Administrative Board (UAB) : Administrative Board of Necmettin Erbakan University i) Relevant Administrative Board : Administrative Board of the Relavant Unit j) Commission of International Student Admission: The Commission which are responsible for the application and admission process of international students who apply for an education at Necmettin Erbakan University. k) International Student : Applicants who are not the citizens of TC and KKTC and graduated from a high school which is equivalent to a Turkish High schools in a foreign country. l) Quota : The number of international Students to be admitted to associate degrees and undergraduate programs conducted at Necmettin Erbakan University. m) Education Annotated Visa : The permission given by the Ministry of Interior Affairs to enable foreign students with the permit of residence in Turkey to have an education. n) Permit of Residence : The document informing the permission of residence for a limited time for foreign students. o) International Student Office : The Student Office established by the Directorate of Student Affairs which is connected to the Rectorate of Necmettin Erbakan University. PART TWO Student Quota, Qualities of Applicants, Necessary Application Documents, and Application Conditions Quota Article 5. Determination and evaluation of application conditions and quota, and placement of the candidates to related programs are under the authority of Necmettin Erbakan University. (1) Suggestions regarding quota for international student coming from Faculty/ Higher Schools/ Vocational Higher Schools/ Conservatory (for regular and evening programs) are sent to Student Selection and Placement Center (OSYM) after the approval by the Senate of the University, and are published in the Foreign Student Admission Guideline which is determined by the Council of Higher Education. (2) The calendar of application which is relevant to international students admission process is annually stated in the academic calendar of the university, by regarding the properties of higher education programs. (3) On the condition that there are not any applications or they are insufficient, the transfer of these quota to other programs is under the authority of Administrative Board of Necmettin Erbakan University. Qualities of Applicants Article 6. (1) Applications of the following candidates will be accepted if they are either at the last year of high school or have graduated from high school; a. Applicants who have foreign nationality, b. Applicants born as foreign citizen and then have Turkish nationality as a second citizenship, and then who completed their last three years of high school education in a foreign country, c. Applicants of Turkish citizen who completed their last three years of high school education in a foreign country other than Turkish Republic of Northern Cyprus (TRNC), d. Applicants with dual citizenship who are denationalized from the Republic of Turkey or Turkish Republic of Northern Cyprus and completed their last three years of high school education in a foreign country, e. Applicants of Turkish Republic of Northern Cyprus (TRNC) citizens who are residents of TRNC and have completed high school education with GCE AL exam scores, (2) The applications of the following candidates will not be accepted; a. Applicants who are citizens of the Republic of Turkey, (except for those who completed their last three years of high school education in a foreign country other than TRNC) b. Applicants who are citizens of TRNC c. Applicants who have dual citizenship one of which is the Republic of Turkey, (except for those who completed their last three years of high school education in a foreign country other than TRNC), d. Applicants who are citizens of the Republic of Turkey and have completed their whole secondary education in TRNC. e. Applicants with dual citizenship who are denationalized from either RT or TRNC and graduated from the embassy schools. f. Applicants with dual citizenship who are denationalized from either RT or TRNC and completed all their high school education in Turkey or TRNC. g. Applicants born as Turkish citizen and then got permission from Ministry of Internal Affairs to renounce Turkish nationality and had records proving that their underage children, who registered to the renouncing document, had document to use the rights specified in the law numbered 5203, h. Applicants who are dismissed from higher education institutions due to a disciplinary action. Necessary Documents for Application Article 7. (1) Applications are made with the following copies of the documents which are approved by Turkish Republic Notaries or Turkish Embassies or Consulates in applicants’ countries; a) Application Form for Admission of International Students b) Approved Turkish copy of high school diploma, c) Official high school transcript approved by the director of high school and showing all the courses and grades during whole high school education, (If the transcript is not issued in Turkish, approved Turkish translation copy of the transcript should be attached to the transcript) (If available, the version transformed in 100 grading system) d) Approved Turkish copy of the document showing the diploma grade, e) Bank receipt for the application fee. f) Copy of Passport g) 2 photographs h) Turkish approved copy of the document of valid examination result of the exams, i) Turkish approved copy of the document showing the state of education of students who are about to graduate at application date. Conditions for Application Article 8. (1) Explanations about the applications are announced on the webpage of our University before the application date. (2) Applications are made to the International Students Office established by Necmettin Erbakan University Registrar’s Office by sending mail or in person between the stated dates. (3) The date of submission of documents to the relevant unit is taken as a basis for application date. Applications of the applicants, who don’t submit the required documents due to mail within the application period, aren’t taken into consideration. (4) Applications of the applicants, whose any documents are missing within the application period, aren’t taken into consideration. (5) In case of applications for more than one unit, application fee, which is determined in the application announcements, should be deposited for each unit. The name of the unit should be stated in the receipt of application fee. (6) Meeting the application conditions does not necessarily mean that the applicant has the right to be admitted. PART THREE Commission of International Student Admission, Minimum Scores for Application, Evaluation and Placement of Applications Commission of International Student Admission Article 9. (1) Directorate of Necmettin Erbakan University establishes a Commission of International Student Admission under the presidency of the Vice Rector who is responsible for the Student Affairs. The commission consists of five (5) academicians in a balanced way to represent all the academic units of the university. (2) In accordance with the principles of this directive, the Commission of International Student Admission has charge of evaluating the applications of international students who apply for an associate degree and undergraduate program at Necmettin Erbakan University. The commission provides the list of the accepted and substitute international students for the Administrative Board of University to be approved. The lists approved by the Administrative Board of University are notified to the Directorate of Student Affairs. Minimum Scores for Application Article 10. (1) In order to be able to apply, the candidates should have the minimum scores given in Appendix 1. (2) The exams, having the status of high school graduation exam (GCE, International Baccalaureate, Tawjihi etc.) doesn’t have a validity limit. However, the ones having the status of university entrance exam (SAT, Gaokao etc.) are valid for two years beginning from the date of taking the exam. (3) Applicants who have won gold, silver and bronze medals at international science olympics which are recognized and participated by the Scientific and Technological Research
