Annex1: Terms of Reference Provide the Training on “Financial and Business Literacy training for beneficiaries of RECOVER Project”. Background People in Need (PIN) is a Czech nonprofit, non-governmental organization that has been implementing relief and development projects in crisis regions around the globe and has been supporting human rights and democracy in countries repressed by totalitarian regimes over its twenty-year history. In Cambodia, People in Need (PIN) has been working in Cambodia since 2008. PIN operates programs in Livelihoods, Climate Change and Disaster Management, and Emergency Response. For Livelihood Program, PIN is now implementing Rural Employment for COVID-19 Economic Recovery (RECOVER) project. The project is funded by European Union (EU) for 3 years (2021-2023) and led by DCA with 7 consortium members PIN, CIRD, VSO, DPA, FNN, CENTRAL, and KOC. The RECOVER aiming to contribute to inclusive economic recovery in the Tonle Sap region by improving food security, income and employment opportunities for fishing and farming communities and returnee labour migrants. Potential individual consultants/firms are invited to apply for training service on Financial and Business Literacy. The consultant will report directly to the Program Manager. The Consultant will work closely with the project team and consortium partners to ensure the quality training delivered to project target group. Objective The assignment aims at developing quality training manual and delivering it to project’s target group in 5 provinces around Tonle Sap region. Develop training manual and materials In consultation with project team and partner, develop the training manual and materials for providing training on financial and business literacy to project target group specified in table above. 2. Develop training schedule In coordination with PIN and partner, develop schedule for training delivery to project target group which include the training methodology and seek for approval from PIN. 3. Training delivery Based on the schedule and methodology approved by PIN, coordinate with project team to deliver training to target group. The trainer is open for project team to monitor the training even and get feedback provided by project staff if any. 4. Report The report presented in a clear and visually attractive form according to the following structure but not limited: I. Introduction (Background, objectives, etc) II. Methodology III. Results of trainings (comments on organization of trainings, lessons learnt, etc) IV. Training evaluation (pre-test, post-test and class evaluation) V. List of training materials to be used: what and how VI. Recommendations (1 page) VII. Arrangement and resources The Consultant is required to: Follow the training schedules Communicate with PIN and partner in case of any problems Accommodation, transportation and meal costs while providing training services are the trainer’s responsibility Training material, stationary and technical handbooks and cost for participant in any are the trainer’s responsibility. Qualification requirements - At least 10 years working in the field required (community/AC, MSME or group financial and business education); - Strong knowledge in small business practice and business plan development; - Similar experience providing training to producer group (PG) in community, especially poultry PG is plus; and - Relevant education and experience in community development, business administration, rural finance and MSME.
