Civil International - airports in Lithuania; - Lithuanian Hydro Meteorological Services under the Ministry of Environment - SE “Oro navigacija”, the Air Navigation Service provider in Lithuania; - The Military are under the authority of the Ministry of Defence; - Vilnius, Kaunas and Palanga airports (operated by SE “Lithuanian Airports”). The average en-route delay per flight (minutes per flight) remains zero at Vilnius ACC. 0.2% & 3.6% +1.4% 2019 20192020 -2024 Lithuania is part of: LSSIP Year 2019 Lithuania – Level 1 1 Released issue Number of national projects: 8 Number of FAB projects: 3 Number of multinational projects: Nil Summary of 2019 developments: In 2019, the State completed the big part of scheduled implementations, including ITY-ADQ Ensure Quality of Aeronautical Data and Aeronautical Information, ITY-ACID Aircraft Identification and ITY-AGVCS2 8,33 kHz Air- Ground Voice Channel Spacing below FL195 as well as INF07 Electronic Terrain and Obstacle Data (eTOD), COM12 New Pan-European Network Service (NewPENS). Some of the tasks (and in addition, some National projects), even if technically ready, are considered as still ongoing (ITY-AGDL Initial ATC Air-Ground Data Link Services, ATC12.1 Automated Support for Conflict Detection, Resolution Support Information and Conformance Monitoring, ATC02.8 Ground-Based Safety Nets, ATC17 Electronic Dialogue as Automated Assistance to Controller during Coordination and Transfer) as they are linked to placing in operations of the new ATM system (planned in 1Q of 2020). Also, significant progress is made in COM11 Voice over Internet Protocol (VoIP) in En-Route (to be finalized in May 2020) and NAV10 (the schedule of the latest is linked to the EGNOS Lithuania Project under GSA/GRANT/06/2017- 2). In 2019, important changes in organisational structures of Lithuanian NSA took place. Before 2019, the National Supervisory Authority of Lithuania was Civil Aviation Administration (CAA). In 2019, CAA was restructured by transferring its functions to two other sector bodies: • National Regulatory Body - Lithuanian Transport Safety Administration (LTSA); • National Supervisory Body - Transport Competence Agency (TKA). Functions of each are explained in Section 1.2. Important legislative changes in 2019 are connected with implementation of the requirements of EU regulation 2017/373 laying down the requirements for providers of air traffic management / air navigation services and other air traffic management network functions and their oversight. SE "Oro navigacija" internal legislation was amended to meet the EU regulation 2017/373. Progress per SESAR Phase The figure below shows the progress made so far in the implementation of the SESAR baseline (Pre-SESAR and SESAR1 non-PCP) and the PCP elements. It shows the average implementation progress for all objectives grouped by SESAR Phases, excluding those for which the State is outside the applicability area as defined on a yearly basis in the European ATM Master Plan (Level 3) 2019, i.e. disregarding the declared “NOT APPLICABLE” LSSIP progress status.
