Purpose a. To publish the fiscal year (FY) 2012 (FY-12) to FY 2016 (FY-16) sequential command, major command and major Defense Attaché lists. b. To establish the membership and responsibilities of the Major Command Review Board (MCRB). c. To publish procedures for submitting requests for changes to the sequential and major command lists. 2. Background. The designation of unrestricted line (URL) and certain restricted line (RL) O-6 command billets as major sea or major shore commands are required to ensure that the most qualified individuals are placed in these demanding billets. Officers selected for major command are recognized for their proven managerial and technical expertise, professional qualifications, and exceptional leadership ability. 3. MCRB a. Membership. The MCRB shall consist of the following members: (1) Office of the Chief of Naval Operations (OPNAV) Director, Military Personnel Plans and Policy Division (N13) (co-chair); OPNAVNOTE 5450 10 APR 2012 (2) Commander, Navy Personnel Command (co-chair); (3) Director, Expeditionary Warfare Division (OPNAV (N95)); (4) Director, Surface Warfare Division (OPNAV (N96); (5) Director, Submarine Warfare Division (OPNAV (N97)); (6) Director, Air Warfare Division (OPNAV (N98)); (7) Commander, Naval Surface Force, U.S. Atlantic Fleet; (8) Commander, Naval Air Force, U.S. Atlantic Fleet; (9) Commander, Naval Submarine Force, U.S. Pacific Fleet; and (10) Deputy Commander, Navy Installations Command. b. Responsibilities (1) Review and make recommendations regarding changes to the sequential command, major command and major Defense Attaché lists. (2) Review and make recommendations regarding the allocation of sequential and major commands among the URL and certain RL communities that share or alternate in major command positions with the URL. (3) Address other sequential and major command-related issues, as appropriate. (4) Assign a representative to the MCRB working group for working-level discussion and actions. The MCRB working group is also designated as the command review board and will address O-5 and O-6 non-major command issues. (5) Execution of the sequential and major command allocation plan is the responsibility of the Assistant Commander, Navy Personnel Command for Distribution (PERS-4). While the desires of sponsors, budget submitting offices (claimants), and type commanders will be taken into consideration by PERS-4 in the allocation plan development and 2 OPNAVNOTE 5450 10 APR 2012 the assignment of screened personnel to major command, PERS-4 is in the best position to consider all factors in making final decisions on the allocation plan. c. Procedures (1) The MCRB will meet annually, or as directed. (2) MCRB recommendations will be forwarded to the Chief of Naval Personnel for approval. 4. Changes to the Major Command Lists a. Requests for additions to or deletions from the major command lists shall be submitted to the OPNAV (N13) via the chain of command no later than 1 March annually. Requests for additions must include the activity name, unit identification code (UIC), and designator of the command billet. The request must also contain justification per the following criteria: (1) Number of military personnel assigned; (2) Number of civilian personnel assigned; (3) Plant replacement costs; (4) Total Navy funding levels; (5) Nature of the command; (6) Magnitude of responsibilities; and (7) Significance of actions and decisions b. Receipt of requests will be acknowledged by OPNAV (N13). Requests will be reviewed at the next MCRB and the results will be published via an OPNAV notice. 5. Policy a. Commanding officers (CO) of commands listed in enclosures (1) through (4) are required to be selected by formal board action. The Chief of Naval Personnel is responsible for convening those administrative boards. 3 OPNAVNOTE 5450 10 APR 2012 b. Changes to the sequential and major command lists are effective immediately upon Chief of Naval Personnel approval. 6. Records Management. Records created as a result of this notice, regardless of media and format, shall be managed per Secretary of the Navy Manual 5210.1 of January 2012. 7. Cancellation Contingency. This notice is in effect for 1 year or until superseded, whichever occurs first, and may be retained for reference purposes only. S. R.
