RESEARCH, CREATIVE WORK AND EXTENSION UNITS IN THE UNIVERSITY OF THE PHILIPPINES DILIMAN A Preliminary Inventory Compiled by the RESEARCH DISSEMINATION AND UTILIZATION OFFICE OFFICE OF THE VICE-CHANCELLOR FOR RESEARCH AND DEVELOPMENT UNIVERSITY OF THE PHILIPPINES DILIMAN January 2013 This preliminary inventory presents the outputs of the OVCRD’s initial attempt at compiling a comprehensive listing and profiling of UP Diliman centers, institutes and other units whose principal mandate is to undertake research, creative and/or extension work. There are many such units in the campus, but they are named differently and are located differently within the organizational structure of their respective home institutions. Moreover, use of the terms “center” and “institute” varies widely, and the same can be said for the term “extension”. Before one can arrive at a comprehensive inventory of centers for research, creative work and extension activities in UP Diliman, therefore, one has to navigate the “semantic maze” that surrounds the use of the aforementioned terms. For this reason, this preliminary inventory casts its net wide and takes into account every office and unit in the campus that has, in its name, one of the following keywords: center, institute, laboratory, studio, and extension. This inventory was conducted in three stages: In the first stage, an online search for UP Diliman offices and units that have, in their name, any one of the aforementioned keywords was undertaken. This online search yielded a total of 71 offices and units, which are subsequently referred to as research, creative work and extension units or RCWEUs in this document. Following a coding scheme (please see the section on “Definition of Terms” for details), basic information about these units was culled from their respective websites. As expected, the amount of information available per unit was uneven. Further, assessing the timeliness of the information was difficult. After completing the online search, therefore, the second stage of the inventory was implemented. This stage consisted of an ‘offline’ survey intended to: 1) complete, validate and/or update the information culled from the online search; and, 2) identify and obtain information about centers, institutes and similar offices/units not featured online. All heads of colleges, centers, institutes, and administrative offices – whether or not their units were in the initial list of RCWEUs – were requested to review the results of the online search. As expected, some respondents reported that they have other RCWEUs aside from those featured in their websites. The offline survey increased the RCWEU count from 71 to 112. i A review of the information about the 112 units revealed that there are some units in the list that do not undertake research, creative work or extension activities. In other words, there are units that are named as a center, institute, studio or laboratory but do not implement research, creative work or extension projects. In the third stage of the inventory, these units were identified and separated from the RCWEUs. There are eight such units. Therefore, for this edition that is timed with the 21 January 2013 OVCRD Colloquium, the final total number of RCWEUs in this preliminary inventory is 104. Nonetheless, the eight non-RCWEUs are still included in this compilation, in a separate section found after the profiles of the RCWEUs (see “Other Units”). Even with 104 RCWE units identified, this inventory is by no means exhaustive. For one, there might be some units doing research, creative work or extension activities that were not accounted for because they do not have either one of the inventory’s search keywords (i.e. center, institute, studio, laboratory, and extension) in their name. Second, a few units in this inventory do not have all the profile information (as listed in the “Definition of Terms” below) needed. Third, for certain units, the information provided on paper might not fully reflect how the units currently function/operate. This inventory is, thus, a work in progress. The OVCRD welcomes all corrections and additions to this inventory (please address all communication to its Research Dissemination and Utilization Office at [email protected]). Subsequent updates and revisions on this inventory will be published online via the OVCRD’s website: http:// www.ovcrd.upd.edu.ph/. Definition of Terms The inventory’s thrust was two-fold: to identify centers, institutes and similar units in UP Diliman that undertake research, creative work and/or extension activities, and to compile the profiles of these units. The compilation was guided by the following definition of terms: UNIT – Any office in UP Diliman: a) that has in its name any of the following words: Institute, Center, Laboratory, Studio, or Extension; and, b) whose head has an administrative appointment. The first criterion implies that the coverage of the inventory is quite wide because it includes offices at any level of the organizational structure of the University and its various offices/units. ii The second criterion narrows down the inventory somewhat because it implies that units such as computer laboratories that have been set up mainly or solely for classroom instruction purposes are not included in the inventory. DATE WHEN UNIT WAS ESTABLISHED – The most basic information is when the unit was founded but also includes, whenever relevant and available, key dates in the ‘evolution’ of the unit (e.g., from being department to being an institute). THE UNIT’S MANDATE OR MISSION – Why the unit was established; what role it is expected to play in its home institution, the University, and/ or society. FLAGSHIP PROGRAMS and/or MAJOR ACTIVITIES OF THE UNIT – This refers to the main programs/projects of the unit. If available, a description of the programs/projects is included in the profile. FUNCTIONS OF THE UNIT – Categories of functions are: a. Research b. Creative work c. Extension / Outreach – activities and services that are intended to benefit the community; could be pro bono or if fees are charged, these are very minimal d. Training / Continuing education programs e. Consultancy – collaborations with private entities for which the unit charges the usual fees f. Publication g. Academic – degree granting h. Academic – non-degree granting i. Administrative – this excludes the day-to-day, internal administrative operations of the unit; “administrative” in this case means that the key function of the unit is to provide administrative services to the unit’s various clients (e.g. students and faculty) j.
