Prequalification Document for WAN Connectivity Services (Primary & Backup) for PLRA Arazi Record Centers (ARCs) in Punjab Procurement ID: PLRA/PROC/WAN/2020 Punjab Land Records Authority, Board of Revenue, Govt of the Punjab Sep 2020 The Punjab Land Records Authority (PLRA) intends to pre-qualify reputed firms in accordance with Rule 16 of PPR-2014 for the WAN Connectivity Services (Primary & Backup) for 151 PLRA ARCs, 115 Qanungoi Sites & 145 ROD Sites, Aggregation and Services Links and Software Defined WAN (SD-WAN) Solution. Interested bidders may obtain Pre-qualification document from this office during office working hours against submission of application along with bank deposit receipt of PKR 1000/- in PLRA CPA Account 6580036040700018, Branch Code 0330 of Bank of Punjab, immediately after publication of advertisement. The response, complete in all respect, must reach this office on or before 29.09.2020 at 11:00 a.m. which shall be opened on the same day at 11:30 a.m. in the presence of authorized representatives of applicant firms, who choose to attend. Any response received after the scheduled time shall not be entertained and would be returned unopened. The Pre-qualification notice and document are available on the PPRA & PLRA websites. Background Punjab Land Records Authority (PLRA) has established 152x Arazi Record Centers across the province for Mutation and Fard issuance. ARCs access web- based centralized application (CLRMIS) hosted in PLRA datacenter to accomplish Mutation and Fard process. A new initiative of government for extending services at sub-tehsil (Qanungoi) level is under execution process, 32x new Qanungoi ARCs has been made operationalized in last few months. In addition to ARCs, PLRA is executing registration of deed process in 45x tehsils of the province. PLRA is determined to facilitate public near to the door step by further penetrating in remote areas. PLRA services are essentially dependent on Wide Area Network (WAN) availability for efficient and reliable service delivery. PLRA is offering its services in all 36x Districts, 145x Tehsils and 32x Qanungois of the province, list of sites along with address and long/lat is placed Appendix-A. Services on remote locations are made reliable through redundant Primary and Backup links from different service providers. WAN services from service providers are monitored through various Network Monitoring Systems (NMS) to evaluate key parameters of site availability, bandwidth utilization, link latency, packet loss. PLRA release payments to service providers on quarterly basis after detail examination of services received and due deduction as per contractual service level agreements (SLA). Contracts signed with service providers were made few years back, PLRA intends to explore further market options not only for enhanced and improved services but for best possible competitive prices. Its purely MPLS based connectivity with full mesh topology, no internet is allowed on any of the site. Sites can communicate with each other and aggregation sites over secure ipsec tunnel. SD-WAN solution is being implemented across the province for better optimization of bandwidth and links. Service Provider will be bound to handover/deploy at minimum 30x site in a period of 30 days. 60x days from site handover, for non operational Qanungoi and ROD sites 02 Backup WAN 120 Days from Notification of Awards for Connectivity all existing working Sites. Service Provider will be bound to handover/deploy at minimum 30x site in a period of 30 days. 60x days from site handover, for non operational Qanungoi and ROD sites 03 Extension in SD-WAN 120 days from NOA Solution 2. Scope of Assignment For (Lot- 1 & 2) Service providers shall be responsible to provide connectivity on all 411x sites across the province through Fiber/ISM. All sites are required to be aggregate on ASTP DC, PLRA and DR site in Islamabad. Pre-Links Deployment: a. List of sites with addresses, Long/Lats and bandwidth requirement is placed in Appendix-A, ISP may have required to perform physical site survey of each branch. b. Service provider will have to align multiple Fiber and ISM deployment teams with appropriate regions to timely accomplish survey. c. Bidder will prepare and share HLD and LLD along with proposal and recommendations for efficient, reliable and secure links. Design must cater redundancy of links (Primary & Backup). Automatic link shifting with minimal delay will be the ultimate objective. Link Deployment: d. After deployment of Fiber/ISM on remote site, configuration team in coordination with PLRA network team will establish end-to-end connectivity on MPLS. e. PLRA Network team will do link inspection including bandwidth, latency and packet loss. f. New links will be integrated with existing NMS solutions. Post Deployment: g. Supplier will pro-actively monitor links availability across the province. h. Resident Engineers of ISPs will regularly monitor Network Monitoring Systems (NMS) and will coordinate with core teams for early resolution of issues, if any. i. Resident Engineers in coordination with PLRA Network team will perform configuration modification and improvement on regular basis. j. Bidder will share site wise detail of connectivity either on Fiber or ISM to fulfil bandwidth requirement. k. Successful bidder will have to deploy Fiber / ISM as per bandwidth requirements and given timelines. l. Bidder will share detail of complaint redressal system that briefly explain the complaint logging process. Further, ISP will share escalation matrix for complain resolution. For Lot – 3: a. Prepare templates of SD WAN Solution. b. Deployment of equipment on branch site and its connectivity. c. Implementation of QOS, bandwidth management and SLA optimization. d. Claim malfunctioning equipment under warranty and deploy its replacement on problematic site. e. Support of the deployed solution till end of contract expiry. List of Documents to be provided with EOI (Mandatory for Qualification) The following documents are required to be provided with the EOI. For all Lots: 1. Authority Letter from the Bidder Company authorizing the relevant person to represent the company. 2. Partial bids will not be acceptable; evaluation will be done per lot basis. Bidder will have to bid against all sub-lots of a particular lot. 3. Bids against each lot will be evaluated separately. If the bidder chooses to bid for more than one lot, the bidder will need to meet the aggregate qualification criteria for those lots. Award of contract to the successful bidder shall be made as per individual lots. 4. Documentary proof of valid legal entity of the firm i.e. Registration with Securities and Exchange Commission or Registrar of Firms etc. 5. National Tax Number of the firm and General Sales Tax Number 6. Audited Statements of Accounts (Last 03 Years till June 2019) and bank statements for last 3 months. 7. Affidavit on the stamp paper that the firm has not been black listed by any Government / Semi Government organization. 8. In the case of Bids submitted by an existing or intended JV consortium, or association, following requirements must be fulfilled by all the member s of JV i. A joint venture agreement signed and stamped by all parties. ii. Nomination of a Representative who shall have the authority to conduct all business for and on behalf of any and all the parties of the JV during the bidding process and, in the event the JV is awarded the Contract, during contract execution. iii. If the Supplier is a joint venture, consortium, or association, all of the parties shall be jointly and severally liable to the Purchaser for the fulfillment of the provisions of the Contract iv. All the terms, conditions and documentary requirements of ITB, BDS, GCC and SCC are applicable on each of the member of JV. Following are modified for a JV only: The required Manufacturer Authorization form must be in the name of JV on the prescribed format given in Section-IV. Post Qualification: Financial Capability Lead Partner: Not less than 60% Member(s): Not more than 30 % Post Qualification: Technical Experience Lead Partner: Not less than 50% Member(s): Not more than 30 % For Lot – 1 & 2: 9. Bidder will have to share site wise feasibility report, for eligibility to the next phase, service provider has to provide at least 40% of the sites on fiber as last mile. 10. Bidder will share detail of its long haul on map, all leased lines document/contracts with bandwidths and last mile coverage detail in order to map claim made by the bidder in feasibility. 11. Detail project plan will be prepared and shared by the bidder with PLRA for execution of project showing operationalization of at least 230 sites within 120 days. 12. Bidder must have executed 2x Projects of minimum 150xsites each on MPLS based connectivity. Bidder will share copies of relevant signed contract agreements as evidence without hiding any information. For each Lot & Sub-Lots, only completed Contracts / Purchase / Work Orders, which are relevant to the equipment quoted, will be considered as the business done.
