I also attach the CV and ICAR certificate for Mihael Avbelj. Best regards Dusan Polajnar strokovni delavec GRZS Bleiweisova 34 SI - 4000 Kranj E: [email protected] E: [email protected] T: +38642927991 G:+38641603335 W: www.grzs.si https://webmail.your-server.de/imp/view.php?view_token=h_qBbQYwjl5fOAB9v0y... 23.08.2018 Mihael Avbelj 4260 Bled Date: 22. 8. 2018 Application for position of president of Air Rescue Commission and CV As applicant for position of president of ICAR Air Rescue Commission (ARC) I am providing the following description of my experience and competencies: I became member of Mountain Rescue Association of Slovenia in 1998, first as apprentice, and gained full membership in 2002 thru becoming a helicopter technical crewmember – winch operator. I gained considerable number of mountain rescue and also HEMS missions as crewmember, besides my other duties as crewmember of police helicopter and employee of Slovenia police air support unit. I also became instructor of winch operators and became author of training program for technical crewmembers and winch operations Standard Operating Procedures for my employer. I was always thriving for better and particularly safer execution of helicopter mountain rescue missions, as I was also deeply touched by tragic accident that happened during helicopter mountain rescue training mission that took life of five rescuers in june 1997 – just when I joined Slovenia police air support unit. My efforts in this field were noticed by then president of Air rescue subcommittee of Mountain rescue association of Slovenia, Mr. Janez Brojan, and my first ICAR Congress was in Zermatt in May 2001. ICAR became a crucial source of information and experience that allowed me to gain a lot of knowledge and creating a network of contacts and lasting friendships. I tried to pay back with exchange of information and participating in debate. (see attached recommendation) I attended almost all ICAR Congresses until now (missed three events), so I have quite some experience on how these events are run from delegate`s perspective. In parallel, I became involved in somewhat similar association of Police Air support units Conference Europe – a non-government, non-profit European association of flying policemen. This also became an important source of information and my intensive involvement led to becoming elected two terms as Secretary, being member of Steering Committee of EU project AGIS in 2006 and later involved in morphing into new organization PavCon Europe. This provided me with considerable experience in management of such international associations. Thru the time I realized that management is very important part of successful execution of air rescue service so I enrolled in University of Maribor and gained diploma in organization and management in 2012 with thesis on proposal for organization and improvement of helicopter rescue service in Slovenia that included study of several countries helicopter rescue systems. When a call for new ICAR ARC president and vice president came, I was contacted by several delegates from ARC to apply for position of president or at least vice president. I am willing to accept the challenge and responsibility, as it is time to start giving back to this well respected organization and its incredible people and, most importantly, to the people in need, that we are helping every day. I believe that a combination of technical and management education, practical experience and skills that I acquired thru the 20 years of working in air rescue business, in aviation in general for 29 years and my strong will to work towards goals of ICAR can be of benefit for this organization.
