Mayors Urban 20 www.urban20.org Buenos Aires Horacio Rodríguez Larreta was born on October 29th 1965 in the City of Buenos Aires. He is married to Barbara Diez and has three daughters: Paloma, Manuela and Serena. He holds a Licentiate degree in Economics from the Universidad de Buenos Aires (he graduated in 1988) and a Master Degree in Business Administration from Harvard University. HORACIO In 1993 he founded the “Fundación Grupo Sophia”, an NGO RODRÍGUEZ LARRETA composed of young people with the intention to assume public responsibilities. In fact, important Argentinean politicians used to Mayor of Buenos Aires be part of this NGO. Politicians as the Governor of the Province of Buenos Aires María Eugenia Vidal or the Minister of Social Development Carolina Stanley among many others. In 2002 he started to participate actively in politics with Mauricio Macri, with whom in 2003 founded the political party “Compromiso para el Cambio”, political party that was renamed as “Propuesta Republicana” (PRO) in 2005. In 2005, when Mauricio Macri was elected as deputy, he was the General Director of the PRO electoral campaign. Later on, in 2007 and in 2011, he held the same position and, as a consequence, Macri was appointed Mayor of the City of Buenos Aires. While Mauricio Macri was the Mayor of the City of Buenos Aires, he worked alongside with him as Chief of the Cabinet of Ministers of the City of Buenos Aires. During these years, he stressed the need for a better management of the city as a whole, for a major investment in new and better public policies. However, the most important value he stressed for was the closeness with the neighbors of the city. In June 2015, he was elected as the new Mayor of the City of Buenos Aires till 2019, after obtaining 53% of the votes. In this new role, he still considers the closeness with the neighbors as something of extreme importance. This is why, every week, he organizes meetings in different neighborhoods so as to listen and know what each neighbor thinks about the place where they live. Horacio is an unconditional fan of his dear Racing Club. In fact, back in the 1970s, his father used to be President of this famous football club. Paris On 2014, Anne Hidalgo became the first woman to be elected Mayor of Paris. After she graduated with a Master of Advanced Studies in social law, she became a labor inspector. She has been a member of the socialist party since 1994, serving as national Secretary for Culture and Media, she later was in charge of the vocational training. ANNE HIDALGO From 1997 to 2002, she worked as an adviser in three Minister’s cabinets, under Lionel Jospin Government. She served as Paris Mayor of Paris First Deputy Mayor of Mayor Bertrand Delanoë, for thirteen years, in charge of gender equality at first then of urban Planning and Architecture. She led the Parisian left coalition to victory in 2004 and 2010. As Mayor, she leads an active policy focusing on social inclusiveness, sustanable development, climate change, air quality, solidarity, innovation and civic participation, central elements for the future of Paris. She has undertaken to promote these issues at an international level. First she organized in Paris the climate summit for local leaders (a major side event of COP21 (December 2015), then Cities for Life in Paris (November 2016). Within the C40, she launched Women4climate initiative in New York (March 2017) and a plan for air quality (Air’Volution, Paris March 2017). She started with other cities and international agencies the Global urban Air Pollution Observatory (GUAPO). First vice-president of the Great Paris Metropolis, she was elected in 2016 Chair of the C40 Cities Leadership Group, which consists of 90 megacities committed to fight Climate Change. As a Mayor of Paris, she is also the President of the Francophone Mayors International Association (AIMF), co-chair of the cities world organization, United Cities and Local Governments (CGLU) where she chairs the gender equality commission. Born in Spain, she is a mother of three. She has published several essays (none of them translated): Une femme dans l’arène, co-written with Jean-Bernard Senon, Du Rocher, 2006. São Paulo Bruno Covas, 38 years old, is a lawyer graduated from the Law School of Largo de São Francisco (USP) and an economist from PUC-SP. Former governor Mário Covas’ grandson; Bruno Covas was elected the Brazilian Social Democracy Party (PSDB)’s most voted federal congressman in the state of São Paulo in the past elections (2014). BRUNO COVAS He resigned to join João Doria’s administration as Vice-Mayor of São Paulo in 2016. He also served as the city’s Civil Office Mayor of São Paulo Chief-Secretary and as Secretary of Regional Sub Prefectures. He took office as Mayor of São Paulo on April 7, 2018, when João Doria left to run for the state government. Prior to that, he was a state representative for two terms, being the most voted in the state of São Paulo in 2010 and elected by the Brazilian NGO Voto Consagrado as one of the most active representatives. He has also served as State Secretary for the Environment, from 2011 to 2014, within the mandate of Governor Geraldo Alckmin. He was the president of PSDB’s National Youth between 2007 and 2010, and held other positions in the state government of São Paulo as well. In the private sector, he held a position in Braga Marafon’s office, with tax law, and taught Constitutional Law at the Superior School of Business, Marketing and Communication (ESAMC). Prior to that, he was an intern in two law offices, both in civil and labour law. Rio de Janeiro Marcelo Bezerra Crivella, born in 1957 in Rio de Janeiro, has been married to writer Sylvia Jane for 37 years. Crivella holds a degree in Civil Engineering from Santa Úrsula University and the Civil Engineering Faculty of Barra do Piraí. He was a university professor in Barra do Piraí and a taxi driver for two years to fund his studies. MARCELO CRIVELLA Crivella was a missionary in Africa for 10 years, where he lived with his family and obtained his Master's Degree in Engineering from Mayor of Rio de Janeiro the University of Pretoria in South Africa. Back in Brazil, he dedicated himself to the construction of Fazenda Nova Canaã, in the city of Irecê, in the arid countryside of Bahia state. The project serves 600 children, offering full- time teaching, school transportation, two meals per day, medical and dental clinic. The entire project was funded with royalties from the sale of his books and CDs. Crivella began his political career in 2002, when he was elected Senator by the Liberal Party (Partido Liberal - PL) with 3,243,289 votes. In 2010, he was re-elected by the Republican Party of Brazil (Partido Republicano do Brasil - PRB) with 3,332,886 votes. In a survey conducted by Transparência Brasil, Crivella was appointed as the 3rd Senator with the highest number of relevant legislative propositions. In the Senate, he presented approximately 400 legislative proposals, of which more than 18 were approved into laws. He is the author of the amendment to the Constitution that enabled physicians and nurses of the Armed Forces, Military Police and Fire Departments to serve the National Public Healthcare Service (SUS). He is also the author of the laws that guarantee stability in employment to pregnant women and a 30% risk-bonus of for motorcycle couriers. As Minister of Fisheries and Aquaculture, he launched the first Harvest Plan for Fisheries and Aquaculture to fund fishermen, a 4-billion-reais federal program. He implemented the simplification and reduction of the taxes along the fishing productive chain, the inclusion of fish in the National Basic Food Basket and the simplification of the environmental licensing for the production of fish in lakes of hydroelectric dams, weirs and water reservoirs. During his tenure, fish production doubled throughout the country. Crivella was elected Mayor of Rio de Janeiro with 1,700,030 votes on October 30th, 2016. Mexico City He was born on August 10th, 1972 in Mixquiahuala de Juárez, Hidalgo. He has a PhD in Procedural Law by Universidad Marista. He has worked in the public administration for over 20 years, most notably as Legal Advisor, Secretary of Social Development and Secretary of Government. As of April of 2018, he is Mayor of Mexico City. JOSÉ RAMÓN AMIEVA Mayor of Mexico City New York The 109th Mayor of New York City, Bill de Blasio, came into office in 2014 determined to ensure that New York City remains a place for everyone. Bill de Blasio was born on May 8, 1961 in Manhattan and raised in Cambridge, MA. He is a graduate of New York University and Columbia University’s School of International and Public Affairs.
