There is no further recovery recourse from this point. This provides explanation for the majority of the large value write-offs. • The majority of minor write-offs are associated with: • Aged debts (more than 7 years old) where the Department is prevented from further pursuit due to limitations of time imposed on debt recovery. • A department-wide tolerance policy was approved in 2016 where outstanding monies less than $10 were not to be pursued through a debt collection agent or via a court recovery option. The 2017/18 financial year officially imposed this policy for the first time which was reflected in the one-off volume to increase of write-offs from prior years. As an example, the debt write-off for BHP ($218.20) reflects the write of three separate rental underpayments in 1990/91 and 1991/2.
