• The NDCC has been prioritizing the delivery of food and NFIs for the IDPs; improving WATSAN in evacuation centers; fastracking the repair/reconstruction of damaged schools and implementing systems for the resumption of classes and/or continue holding classes in evacuation centers; provision of psychosocial intervention; and ensuring disease surveillance is in place • Food, Emergency Shelter, Protection and Livelihood clusters meeting started September 15, 2008 at Sardonyx Plaza, Cotabato City by MTB-MERN. The meeting aims to discuss the humanitarian interventions and the cluster action plan. • The UN assessment team reported that the humanitarian response being conducted by the government is handled very well. However, there are some target areas that need to be further strengthened. These are the water sanitation and hygiene in some evacuation centers, provision of psychosocial interventions and some health issues. Furthermore, the report underscore the need to coordinate with appropriate authorities to ensure delivery of life-saving services to the IDPs • For the safe access and delivery of much needed humanitarian aid to the IDPs, the NDCC advised that appropriate coordination with OCD Regional Offices X, XII and ARMM should be made. Further, NDCC partners are enjoined to optimize the coordination and reporting mechanisms with the DCCs and Government Cluster Leads through OCD Offices in Regions X, XII and ARMM which will serve as the principal coordinators for the delivery of humanitarian assistance with the AFP at the conflict- affected areas A. IDPs/Evacuation Centers /Total Served (Details on Tab A ) • IDPs: ECs established increased from 107 to 114 IDPs INSIDE evacuation centers had decreased from 12,484 families/ 61,901 persons to 12,443 families / 61,510 persons due to the decrease in number of evacuees in Tangkal, Lanao del Norte from 695 families/ 3,473 persons to 245 families/1,137 persons despite new evacuees in Magsaysay and Pantao Ragat, Lanao del Norte in Region X and Maasim, Sarangani in Region XII IDPs OUTSIDE evacuation centers increased from 46,790 families/ 230,926 persons to 48,601 families / 238,994 persons with additional evacuees in Iligan City, Munai and Pantao Ragat, Lanao del Norte TOTAL NUMBER of IDPs served both inside and outside ECs increased from 59,274 families / 292,827 persons to 61,044 families / 300,504 persons B. Casualties (Details on Tab B) An additional of 8 deaths in ARMM was reported making a total of 77 deaths (Region X - 42, Region XII - 8, and ARMM - 27) Injured remains the same 99 (Region X - 60, XII - 22, ARMM - 17) C. Damages (Details on Tab C-1, & C-2) The total cost of damage to infrastructure and agriculture remains the same at Php121,493,061.00 (Infrastructure - Php38,534,756.00 and Agriculture - Php82,958,305.00) 2 Damaged Houses remains at: 275 (Totally – 202; Partially – 73) D. Areas Declared Under a State of Calamity No additional areas declared under state of calamity E. Humanitarian Assistance (Details on Tab D) • The NDCC is continuously providing assistance to IDPs through government cluster leads, DCCs and concerned LGUs; • The total assistance provided by Government and partner NGOs, INGOs and UN System is Php 67,574,648.39 broken down as follows : Agency Cost of Assistance NDCC Rice Assistance (9,550 sacks of rice) Php 8,714,375.00 DSWD 16,189,452.79 DPWH 1,065,000.00 DOH 9,835,911.47 DepEd 10,000,000.00 LGUs 4,131,129.80 PCSO 1,165,500.00 Subtotal Php 51,101,369.06 NGOs, INGOs, UN System in the Philippines Php 16,47 3,279.33 F. Response/Concerns by Cluster Health, WASH and Nutrition • The following are the ongoing activities of DOH-ARMM, XII and X: health education campaign on water and sanitation, continuous monitoring and disease surveillance, needs assessment and validation of data; allocation of drugs and medicines based on leading causes of consultation and identified needs, measles immunization and vitamin A supplementation Provided Vitamin A supplementation to 1,832 individuals and children below 5 years old; Distributed compact food and micronutrient tablet to identified malnourished children, 1,000 jerry cans in Datu Piang, 1,576 sodium hypochloride to IDPs: 1,000 in Datu Piang, 216 in Talayan and 360 in Mamasapano all in Maguindanao; CHD ARMM set up a tent hospital in RHU Datu Piang to cater for more admission with the highway from Datu Piang to Maguindanao Provincial Hospital is not always passable ; Assessment on the newly affected municipalities of Talayan, Guindulugan and Datu Odin Sinsuat • The total number of persons immunized by CHD X, XII and ARMM is 8,693 persons, broken down as follows: 3 CHD X - 1,826 persons with ages ranging from 6 months old to 15 years old: 1,226 in Munai and 600 in Tangkal, Lanao del Norte; CHD XII 4,832 persons: Libungan (87), Tulunan (213), Tikawagan (127), Aleosan (1,599), Midsayap (652) and Pikit (2,154) all in North Cotabato; and CHD ARMM - 2,035 individuals in Datu Piang, Talayan & Mamasapano, Maguindanao • The water bladder installed by ICRC in Talayan, Maguindanao was pulled out after the IDPs returned home • The medical-dental “CARAVAN” has already served 11,898 IDPs in the conflict- affected municipalities of Lanao del Norte: Linamon (1,135 IDPs); Kauswagan (2,816 IDPs); Bacolod (2,124 IDPs); Kolambugan (2,976 IDPs); and Maigo (2,847 IDPs) • DOH-CHDNM sent 11 personnel and 2 doctors to serve as back-up to the Medical Caravan conducted in Tangkal on Sept 9, 2008 and Matungao on Sept 10, 2008 • PHO XII installed 24 toilet facilities, water pumps and provided toilet bowls in main evacuation camps in North Cotabato Food and Non Food Items (NFIs) • DPWH-10 provided transportation support to DSWD SWAD Team in Lanao del Norte, including transport needs for the withdrawal of rice from NFA warehouses; and • DSWD CO provided the required emergency relief needs of the IDPs in 3 regions amounting to Php16.2 Million: Regions X (Php3.2 M), Region XII (Php9.9 Million) and ARMM (Php3.0 million) Psychosocial Support • Task Force Mindanao MHPSS team conducted an orientation to the CHD staff and other agencies regarding Mental Health and Psychosocial Support. The team debriefed 250 evacuees and 44 local health workers/service providers in Kolambugan and Kauswagan, Lanao del Norte and 30 health workers in Maguindanao • There were 118 persons who undergone psychosocial intervention in five (5) evacuation centers during the Caravan in Lanao del Norte • DSWD X conducted a 2-day training on psychosocial intervention for children in Munai Lanao del Norte on September 12-13, 2008, to the 27 participants who are Day Care Workers, Teachers, Nurses, Midwives and Volunteers attended • The CRMC trained mental health teams conducted CISD in 2 evacuation camps in Pikit, North Cotabato, 200 evacuees were debriefed in Kolambugan, Takipan and Pikit • The Psychosocial team arrived in ARMM from Manila and met DOH-ARMM staff on Sept 11, 2008 regarding the conduct of Critical Incidence Stress Debriefing (CISD) in the conflict affected areas. The team identified two (2) areas for the conduct of stress debriefing. The team debriefed 107 evacuees in barangays Batulawan and Takepan, Pikit and 16 health workers/service providers in Aleosan, North Cotabato from Sept 11-14, 2008 4 Shelter • DPWH 2 nd Engineering District, Lanao del Norte has already completed 35% of the bunk houses construction in Bry. Kulasihan, Kolambugan, Lanao del Norte on September 13, 2008. Each bunkhouse is made of amakan walls, nipa roofings and bamboo floors with 16 rooms at 3 x 7 meters each, 5 toilets, 5 bathrooms and a common kitchen. Also started the construction of one unit bunkhouse with 7 rooms intended for the 8 families in Kauswagan, Lanao del Norte on September 15, 2008 • DPWH 1 st Engineering District, Lanao del Norte will construct bunkhouses with 22 rooms for evacuees in Tambo, Munai and 4 units of bunkhouses with 16 rooms for evacuees in Tangkal to accomodate 64 families Education • DepEd in coordination with the AFP Engineering Brigade is conducting repair/ rehabilitation of the five (5) schools in Lanao del Norte namely: Kolambugan Central School (25%), Kauswagan Central School (12%), Kawit Oriental Elementary School (25%), Marga Elementary School (15%) and Napo Elementary School (15%). Repair of the remaining 6 other schools in North Cotabato and Lanao del Sur is on hold for security reasons. DepEd to prioritize schools that bear major damages and conduct site appraisal. Rehabilitation work will commence once the area is declared safe by the AFP; • Schools Division Superintendent of Lanao del Norte reported that only 60% of the students in Kolambugan and 80% in Kauswagan have attended classes as of Sept 9, 2008 Livelihood and Early Recovery • TESDA’s “Balik Buhay sa Mindanao Program” an income-generating skills training program under the auspices of the Handog ng Pangulo will be starting this week. The package comprised free training programs on Massage Therapy - “Galing Masahista Ako”; Hairdressing/Haircutting; and Small engine mechanic - “Galing Mekaniko Ako”. Free tool kits will be made available in order for the beneficiaries to start their livelihood. This program will be funded under the PGMA-Training for Work Scholarship Program • The Regional Planning and Development Office (RPDO) - ARMM has formulated a comprehensive rehabilitation plan (early recovery) for conflict- affected communities in the region • DSWD X submitted its Indicative Rehabilitation Plan for Lanao del Norte to NDCC for funding. The plan targets 4 municipalities
