4.2 Langton by Wragby Proposed 50 Mph Speed Limit

Report Reference: 4.2 Regulatory and Other Committee Open Report on behalf of Richard Wills, Executive Director (Development Services) Report to: Planning and Regulation Committee Date: 20 December 2010 Langton by Wragby, A158 - Proposed 50 mph speed Subject: limit KeyDecisio decision?n Reference: No Summary: This report considers an objection received following consultations on a proposal to introduce a 50 mph speed limit on the A158 at Langton by Wragby. Recommendation(s): That the Committee overrules the objection and agrees to the proposal that is in accordance with the County Council's Speed Limit Policy, being publicly advertised. Background 1. Following local requests, and as part of the overall review of all speed limits on A and B roads, the stretch of the A158 east of Wragby has been assessed and compared to the County Council’s Speed Limit Policy. 2. Currently a 30 mph and 40 mph speed limit exists on the approach to Wragby as shown on Appendix B. The stretch to the east, through Langton by Wragby is currently subject to the national speed limit of 60 mph. Proposal 3. In accordance with the Speed Limit Policy, it is proposed to introduce a length of 50 mph speed limit to cover the roadside development and bends on the A158 at Langton by Wragby, shown on Appendix B. 4. This length meets the criteria with respect to the Accident Rate, and Mean Speed readings taken at two locations, indicate that a 50 mph speed limit is the appropriate level. 5. It is also proposed to introduce a 30 mph speed limit on the side road known as Church Lane. This road loops through the stretch of development as shown on Appendix B. Objection 6. An objection has been received from Langton by Wragby Parish Council. They wish to see a lower speed limit than that proposed. Page 1 7. Due to the nature of the road layout, roadside development and accidents, they consider that a limit of 50 mph is too high to be of any benefit. Conclusion 8. The overall proposal is in accordance with the Rural Section of the County Council’s Speed Limit policy, and Mean Speed readings indicate that a limit of 50 mph is appropriate and realistic on the overall length. 9. County Councillor D Hoyes has been consulted and will consider the proposal together with other responses received prior to reaching a final view as a member of the Planning and Regulation Committee. 10. It is therefore recommended that the proposal for a 50 mph speed limit be progressed to public advertisement stage and any objections received during that process be brought back to this meeting. 3.
