Independent Group Lancashire County Council By email Group leader Local Government Boundary Commission for England 14th Floor, Millbank Tower, Millbank London SW1P 4QP Dear Sirs Lancashire County Council is today submitting its response to the boundary commission review. As the Independent Group we wish to make the following submission with regard to the Lancaster district division boundaries . We agree with the submission and the recommendations made by the County Council except for those affecting Lancaster Central and Lancaster South East divisions Our submission is reflected on the attached map and proforma. Rationale Lancaster Central ( currently too large). Overall this proposed arrangement makes for a sense of community in different parts of the division with Marsh and parts of Castle wards and Scotforth West E being suitably aligned towards the north of the division. This proposal also keeps the integrity of Scotforth West ward on the west side of the A6 in one division. There is a natural community in the Greaves area of Lancaster made up of polling districts of Scotforth West A, B and further south of Scotforth West D. The communities living in SCWA and SCWB are in the Greaves area of Lancaster and focussed around St Paul's primary school on the west side of the A6, the scout group in Greaves and Greaves Park. There is a strong identity of living in 'Greaves' among its residents. Scotforth West 1 , ie SCWB polling district is at the heart. To shift Scotforth West B out of this division would means creating a 'hole' in the community . Lancaster South East (currently too small). Scotforth West No2 ie SCWC is on the east side of the A6 and has a more natural sense of community with the area known as Bowerham, and these residents already focus activities around Bowerham primary school and the small retail community on Bowerham Road. Therefore we suggest that Scotfroth West C is included with Lancaster South East division and joins neighbouring John O Gaunt ward polling districts. The other polling divisions have a natural sense of community. Similarly Ellel ward polling districts EllA and EllG ie the villages of Thurnham and Cockerham have to a large extent their own identities and sense of communities and are not naturally linked with any other specific parts of Lancaster communities: ( In fact many people in Cockerham identify more naturally with Wyre Borough Council – but that is not for discussion here!). Residents are therefore as well positioned in terms of identity with Lancaster South East division as with any other as there is a geographical flow to the neighbouring polling district Uni E (Burrow Heights) . It should retain all its current polling districts except for ELLG, ELLA and SCWC. Lancaster South East currently too small and therefore these should be removed to Lancaster South East. In summary therefore our submission is identical to the County Council submission except a swap of polling districts between these two divisions: 1. Take out of Lancaster Central and INTO Lancaster South East ELLG and ELLA I i.e. Cockerham and Thurnham – total of 1105 electors 2.
