ABSTRACT Transport Department – Bifurcation of the Regional Transport Office, Meenambakkam into Regional Transport Office Meenambakkam and formation of a new Regional Transport Office at Kundrathur alongwith Posts – Orders – Issued. ------------------------------------------------------------------------------- Home (Tr.VII) Department G.O (Ms) No.1026 Dated 27.11.2013 Read: From the Transport Commissioner letter R.No.9500/B3/2013, dated 5.6.2013. ******* ORDER: The Hon’ble Chief Minister, under Rule 110 of the Tamil Nadu Legislative Assembly, has made the following announcement on 10.05.2013, “Additional Regional Transport Offices will be formed at Kundrathur, Salem, Erode and Coimbatore”. 2. In pursuance of this, the Transport Commissioner has stated that works such as issue of Driving Licences, Registration Certificates, Fitness certificates, permits, transfer of permits, International Driving Licences, clearance certificates, No objection certificates, Replacement of vehicles, alteration in vehicles and collection of Motor Vehicles Taxes and Fees etc, are being carried out in the Regional Transport Offices. He has also stated that though no norms have been prescribed for bifurcation and creation of Regional Transport Offices, bifurcation is being done on the basis of the number of transport vehicles and the distance from one Regional Transport Office to the other. If the number of transport vehicles in a Regional Transport Office is more than 10,000, then bifurcation and creation of new Regional Transport Office will be done in the interest of the public. The Regional Transport Office Meenambakkam is in similar category and bifurcation of the existing office is essential. 3. He has further stated that at present there are 27650 transport vehicles and 769850 non-transport vehicles in the jurisdiction of the Regional Transport Office, Meenambakkam. The number of driving licences issued in the Regional Transport Office, Meenambakkam as on 31.3.2013 is 50,816 and the number of vehicles 2 registered during the same period is 37,352. Considering the increase in the vehicular strength and the licences issued, the bifurcation of existing Regional Transport Office, Meenambakkam and formation of a new Regional Transport Office at Kundrathur is highly indispensable. In this regard, the Transport Commissioner has stated that the Regional Transport Office, Meenambakkam may be bifurcated into two offices and after bifurcation the existing Regional Transport Office may be named as Regional Transport Office, Meenambakkam and the new Regional Transport Office may be named as Regional Transport Office, Kundrathur. The Transport Commissioner has, therefore, requested the Government to issue orders for bifurcation of the existing Regional Transport Office, Meenambakkam into Regional Transport Office, Meenambakkam and formation of a new Regional Transport Office, Kundrathur. 4. The Government after careful examination of the proposal of the Transport Commissioner, have decided to accept it. Accordingly, the Government direct that the Regional Transport Office, Meenambakkam be bifurcated into Regional Transport Office, Meenambakkam and a new Regional Transport Office be formed at Kundrathur with the following jurisdictional areas: (Jurisdiction of the Regional Transport Office, Meenambakkam and the Regional Transport Office, Kundrathur) Sl.No Regional Transport Office, Regional Transport Office, undrathur Meenambakkam 1. The expenditure is an item of “New Instrument of Service”. The approval of the Legislature will be obtained in due course. Pending approval of the Legislature, the expenditure will be initially met by sanction of an advance from the Contingency Fund, orders regarding which will be issued by the Government in Finance (BG.I) Department. The Transport Commissioner, Chennai-5 is directed to send necessary proposals to Government in Finance (BG.I) Department, in the prescribed format along with a copy of this order for sanction of an advance from Contingency Fund. He is also directed to send a draft explanatory note, indicating the total cost of the scheme, the cost that would be required for the implementation during the financial year etc., to the Government in Finance (BG.I) Department for inclusion of the expenditure in the Supplementary estimates for the year 2013-2014 for bringing it to the notice of the Legislature in due course. 9. This Order issues with the concurrence of Finance Department vide its U.O.No.69373/CMPC/2013, dated 27.11.2013 and ASL No.2091 (Two Thousand and Ninety one).
