NOT PROTECTIVELY MARKED Harrogate District Council Overview and Scrutiny Committee Safer Neighbourhood Team Priority Settings 1.0 Summary 1.1 This report summarises the North Yorkshire Police, local Safer Neighbourhood Team Priorities that have been set for the current and previous quarters. 2.0 Background As part of the police reform and social responsibility bill and the national agenda for Safer Neighbourhoods, every quarter the Safer Neighbourhood Teams identify three key policing priorities for an inspector led area, this is done in consultation with the local community. Inspector Led areas Harrogate are : Harrogate Town Harrogate Outer Ripon and Pateley Bridge Knaresborough and Boroughbridge 3.0 Introduction In North Yorkshire Police it is a requirement that every quarter, in consultation with the local community, the Safer Neighbourhood Teams identify three key policing priorities for each SNT area. This means targeting crime and community safety issues that matter most to the public and focus resources to ensure positive community outcomes. Safer neighbourhood priority settings identify concerns raised by the residents in the area, enabling local consultation to influence policing when tackling local issues. Issues that are not resolved within the quartile time span are often rolled forward to the next quartile until successfully actioned. These will be considered for ABCs to address their behaviour x Following a peak in reports to police in July problems are subsiding. The only recorded crimes in September have been NOT PROTECTIVELY MARKED 2 NOT PROTECTIVELY MARKED the result of proactive police work around drug possession. x Derelict Keyland site on Harlow Moor Road has been subject of 2 incidents of arson. Work is ongoing in company with partners in fire and rescue and HBC to bring pressure on the current owners to demolish the buildings to reduce the risks to local youths and reduce associated ASB. Low Harrogate: x Operation running since January following a rise in violent 1.Op Canon: Night-time violence and crime. disorder in the town centre. Priority in place 9 x Photographs of most serious offenders have been distributed months around licensed premises to assist in excluding them. x Warning letters are sent out to all other offenders warning them that they may be banned from licensed premises if they reoffend. x Licensed premises are being subject to regular police visits, in particular those subject of most incidents or complaints from the public. x S.27 Public Order Act dispersal notices are being actively used by officers for reducing alcohol related anti-social behaviour. x Work ongoing with through Harrogate District Businesses Against Crime (HDBAC) licensees group to launch a ‘Nightsafe’ pubwatch scheme. x In January violent crime stood at around +16% compared to Priority in place 8 the previous 12 months. High Harrogate: x Operation Canister in place to reduce retail crime and ASB at Asda – crime hotspot with history of Asda ASB. x Randomised additional high visibility patrols in place and a program of police surgeries for the general public has started from the mobile police office on the car park. x Asda are working closely with neighbourhood officers and Priority in place: 2 have introduced a number of additional security measures months within the store. x Crime has reduced markedly over the last 4-6weeks. ASB is currently low however anecdotal reports suggest that a previous problem in relation to boy racers using the car park is increasing slightly again, this will be a focus of ongoing police activity at the location. Officers from neighbouring wards have supported this - no complaints re area for 4 months. Harrogate x Good arrests of top 5 nominals and most wanted in this period. Outer Priority in place 3 months x Solar and wind powered light installed by CSP in response to complaints. x CSP / Police have done work with Trading Standards with shops on Skipton Road near Roberts Crescent including test purchases to address. x Enforcement carried out by 1049 Blackburn. No FPN issued highest speed recorded 22mph. Problem seems to be perception - 1500hrs time most complained about on route to Coppice School. NOT PROTECTIVELY MARKED 5 NOT PROTECTIVELY MARKED x 6605 Lister has spoken to school about educating parents at collection times. High vis patrols continue at identified time. Work carried out by Fire and Rescue in July 2010 Killinghall data recorder deployed 1 week in each direction on A61 and Priority in place 3 there is no speeding issue.
