Passage of HB 3883 Without Substitutions.” Will Suffice

Dear Friends of the Texas Hill Country, On Tuesday, April 6th the House Committee on Land and Resource Management heard 24 speakers who testified in favor of HB 3883, Representative Kyle Biedermann’s bill to provide citizens of nine Hill Country counties the opportunity to vote on giving their county limited authority to control development. Only one person spoke against the bill, representing the Texas Builder’s Association. Sadly, this one speaker seemed to make more of an impression on some of the Committee members than did county commissioners, members of Hill Country groundwater conservation districts, and many concerned citizens speaking for the bill. HB 3883 was left pending in committee and, there was talk of crafting a committee substitute that would be more favorable to the builders. One way to move this bill is to contact the members of the Committee and urge them to send HB 3883 – as is – on to a vote by the Texas House. I guarantee you, without passage of HB 3883, our health, safety, and quality of life will remain at risk of death by a thousand new projects. .
