<p>CENTRAL & NORTHERN MALI EMERGENCY RESPONSE </p><p>SITUATION REPORT | SEPTEMBER, 2019 </p><p>June 2019 to <strong>168,515</strong>, by 8 August, the majority of them from Mopti and Segou regions. </p><p><strong>Mali ResponseTo Remain Category III </strong></p><p><strong>National Office Response </strong><br><strong>UN Hosts High-Level Meeting on Mali and </strong></p><p><strong>the Sahel Highlights </strong></p><p>• A total of <strong>81,338 </strong>people are at risk of flooding, with <strong>78,115 </strong></p><p>already affected. Stronger precipitations are expected, while the level of Niger river may rise as waters are released from dams in Guinea and Mali. <br>• Reports reveal that <strong>920 </strong>schools remained closed at the end of the school year. Of these, <strong>598 </strong>were in the Mopti region, </p><p>affecting <strong>276,000 </strong>children. </p><p>•A total of <strong>650,000 </strong>people are expected to be at risk of severe food insecurity and livelihood compared to <strong>416,000 </strong>initially, which could result in more cases of acute malnutrition than </p><p>initially anticipated and as reflected in the revised version of </p><p>the 2019 HRP. <br>AWorldVision Declaration Decision Group (DDG), that discusses the magnitude of each humanitarian emergency, making decisions on categorization, has reviewed the Central and Northern Mali Emergency Response (CNMER). Its resolution, the Central and Northern Mali Emergency </p><p>Response remains a CategoryThree National Office </p><p>Response. <br>On September 25th 2019,the United Nations hosted a high-level meeting on Mali and the Sahel at the United Nations General Assembly. The meeting was opened by the Secretary-General of the United Nations, Mr.António Guterres, together with the President of the Republic of Mali, H.E. Mr. Ibrahim Boubacar Keïta, among other Heads of State and dignitaries. Participants discussed the implementation of the Agreement for Peace and Reconciliation in Mali, originating from the Algiers </p><p>process and reaffirmed that it remains the cornerstone for end- </p><p>ing the crisis in Mali. Participants also welcomed the launch of the national dialogue. <br>This is because of the magnitude of the crisis that has over </p><p><strong>3.9 million </strong>people affected by the emergency. <strong>1.6 million </strong></p><p>of this being children. </p><p>This re-declaration is key because it defines the response </p><p>to the crisis that began in 2012 in the northern regions of the country.However,it has increasingly shifted towards the central regions, notably Mopti and Segou, whereWorld Vision has projects. Mali has experienced frequency of terrorist threats and attacks, that have exacerbated inter- </p><p>community conflict. The current number of incidents in </p><p>Mopti region is higher than that of northern Mali. Since January 2018, there have been hundreds of incidents that </p><p>include intercommunity conflict and use of Improvised Ex- </p><p>plosive Devices (IEDs) by armed groups. <br>• According to UNICEF, from July to August, a total of <strong>195 </strong>allegations of child rights grave violations incidents have been reported, compared to <strong>234 </strong>as of-June 2019. </p><p><em>( T o a ccess the full report: </em><a href="/goto?url=https://reliefweb.int/report/mali/high-level-" target="_blank"><em>https://reliefweb.int/report/mali/high-level- </em></a><em>meeting-mali-and-sahel-co-chairs-summary) </em></p><p><strong>Floods In Mali </strong><br><strong>Change of Guard:Mali National Director Moves </strong></p><p>World Vision Mali and Mauritania’s National Director, Lilian Dodzo, moves to World Vision Kenya on October 15th 2019, in the same capacity. West Africa’s Senior Director of Operations, Jean Claude-Mukadi, wil act as National Director during the recruitment period for Mali and Mauritania’s next National Director. <br>This crisis has also had a negative impact on the 2018- 2019 </p><p>agricultural season, as farmers are fearful of accessing their farms.This has exacerbated internal displacement of populations, who have now moved towards more secure areas.To put an end to this crisis, the Government started a reconciliation process with different stakeholders. <br>Ms. Dodzo has steered WorldVision Mali and Mauritania, grow- </p><p>ing the organisation’s financial income and programs. She has </p><p>also led Mali and Mauritania during a challenging period, as a result of the humanitarian crisis in Central and Northern Mali, </p><p>exacerbated by conflict.Lilian championed introduction of Spon- </p><p>sorship and Education in Emergencies programmes, that have ensured the organization’s continue reaching the vulnerable, including affected children. </p><p><strong>Humanitarian Snapshot </strong></p><p>• Over <strong>3.9 million </strong>people need humanitarian assistance, </p><p>with <strong>68,600 </strong>affected by recent floods.The conflict has </p><p>affected the female gender, with 98% of survivors of gender-based violence (GBV) being women and girls. <br>•The number of IDPs increased from <strong>147,861 </strong>people on 30 <br>Lilian, a Zimbabwean national will be World Vision Kenya’s second female National Director, after the late Rebecca Cherono, who led the organization in the mid 80s. </p><p>Number of people affected by floods by region as of August 31, 2019. </p><p>Data sources: National Directorate of Social Development </p><p><strong>Congratulations Lilian!
