Better Statistics for English Civil Parishes

Policy Consultation PC02-16 11 February 2016 Better Statistics For English Civil Parishes Executive Summary Following the 2011 Census, around 10% of Civil Parishes in England had a population too small to be allocated a population estimate. In these instances, statistics were not released for these Civil Parishes. ONS provided 2011 Census population estimates (number of households, males and females only) at the postcode level. The ONS recognises the importance of producing statistics for parishes. It has subsequently undertaken research to identify a solution where statistical data could be published for the majority of parishes. ONS wants to share the findings of its research with parishes and understand requirements for statistics at the Civil Parish level. Context ONS Geography Products and Services Review has recently been launched. It includes a section about recent research conducted by the ONS into producing population estimates for Civil Parishes. NALC has recently publicised the Review to the parish sector and more detailed information can be viewed at http://www.nalc.gov.uk/campaign-updates/entry/483-do-you-need- statistics-about-your-parish . ONS is asking for parishes to read section 5 of its published research report (see https://consultations.ons.gov.uk/ons-geography/ons-geography-products-and-services- review/consultation ) and then to respond using the ONS online survey at the same web link. Provisional Response Position Of NALC Based on its existing national policy position NALC will be pushing ONS to respond to its formal position on this matter – that all small parish councils and parish meetings with populations of less 100 to be allowed access to individual parish level data by altering threshold levels.
