The Contract/ Project Period shall commence from the date of issue of Work Contract/ Project Period order till Four Years of Operations & Maintenance Services after commissioning of the project. CSC Common Services Centres (owned and managed by Women) to be setup in Rural area in Rajasthan. CSC Scheme The Common Services Centres (CSC) Scheme refers to the Scheme envisioned by the Government of India (GoI), as a component of the National e‐Governance Plan (NeGP). The CSC Scheme envisages setting up of more than 1,00,000 e‐enabled kiosks across the country and 6626 in the State of Rajasthan only in Rural areas. Day “Day” means a working day as per GoR/ GoI. DeGS District e‐Governance Society District Administration District Collector (DC) or a Society constituted under the Chairmanship of District Collector (or any other department of State as the context indicates) entrusted with the responsibilities of facilitating and monitoring the rollout of CSC Scheme and the e‐Governance mechanism in respective districts. DDC District Data Centre District e‐Governance Society formed in each of the 33 Districts under the chairmanship of District Society (inter alia Collector to facilitate and monitor implementation and operation of e‐ District E‐Mitra Society) Governance initiatives in the respective Districts. RISL RajCOMP Info Services Ltd. (RISL) will act as the State Designated Agency (SDA) on behalf of State Government who shall be responsible for the implementation of CSC Scheme in the State of Rajasthan. SCA Service Centre Agency will be selected through competitive bidding for each of the 14 districts. The SCA will set up and manage the CSC kiosks. VLE Village Level Entrepreneur Page: 4 of 189 RajCOMP Info Services Limited (RISL) Bidder’s Seal & Signature Nov. 18, 2011 FINAL RFP DOCUMENT FOR THE SELECTION OF SCAs FOR CSC PROJECT IN RAJASTHAN CHAPTER‐2 INVITATION FOR BIDS 2.1 RajCOMP Info Services Limited (RISL), appointed as the State Designated Agency (SDA) by GoR, on behalf of Department of Information Technology & Communication (DoIT&C), GoR, and under the NeGP initiatives of Government of India, Department of Information Technology (DIT), Ministry of Communications and Information Technology (MCIT), New Delhi; invites sealed & separate Technical & Financial bids/ proposals from the eligible bidders for the “Selection of the Service Centre Agency (SCAs) for the implementation of 2571 Common Services Centres (CSCs) Scheme in 14 districts namely Barmer, Bharatpur, Bikaner, Churu, Dholpur, Ganganagar, Hanumangarh, Jaisalmer, Jalore, Jodhpur, Karauli, Pali, Sawai Madhopur and Sirohi in the state of Rajasthan”. 2.2 The purpose of this RFP document is: ‐ a) To provide an overview of the Common Services Centres (CSC) Project as envisioned by the Government of Rajasthan and an introduction to the existing IT enabled projects of the state serving the Rural Citizens. b) To list out the various activities and scope of the project. c) To elicit proposals from competent and eligible Firms/ Companies/ Organizations for undertaking this project as Service Centre Agency (SCA) in the State of Rajasthan. 2.3 The Government disclaims any factual/ or any other errors in this document (the onus is purely on the individual bidders to verify such information) and the information provided therein are purely intended to help the bidders to prepare a logical bid‐proposal. 2.4 Bid‐proposals are invited from National/ International Firms, Joint Ventures, Societies, Trusts, and NGOs who meet the qualifying criteria of this RFP document for the establishment, operations & maintenance/ management of 2571 Common Services Centres (CSCs) to be owned by Women Entrepreneurs across the Rural areas of Barmer, Bharatpur, Bikaner, Churu, Dholpur, Ganagnagar, Hanumangarh, Jaisalmer, Jalore Jodhpur, Karauli, Pali, Sawai Madhopur, and Sirohi districts of the State for a period of Four Years. These CSCs will provide various IT enabled Government (G2C and G2B) and Non‐Government (B2C, B2B, C2C) services to the rural Citizens of the State. 2.5 The CSC Scheme will be implemented in a Public Private Partnership (PPP) format. The SCAs, to be selected through a transparent and competitive bidding, will set up & manage the CSC kiosks in all the locations as listed in Annexure‐1. A bidder may submit his bid‐proposal for One, or more of the 14 districts and submit the requisite EMD per district accordingly. Submission of more than one bid‐proposal for a particular District by any bidder will lead to the disqualification of all such bid‐proposals for that District and EMD submitted along with the bids shall be forfeited. 2.7 Bids would be considered only in the prescribed form/ document. Hence, bidders should refrain providing the information which is not relevant. Bids not submitted in prescribed format will be summarily rejected and EMD submitted along with the bids shall be forfeited. 2.8 Copies of various documents to be enclosed along with the bid‐proposals must be legible and be self‐attested by the authorized signatory with official seal. Claims made by bidder related to the project experience etc. shall be considered only when appropriate supporting documents are provided.
