Territorial Acknowledgement Chair Tait provided a Territorial Acknowledgment. 2. Approval of Agenda Item 5.1 recommendation revision: That the presentation time be extended to thirty (30) minutes. Adoption of Minutes 3.1. 19-651 Minutes of the May 15, 2019 First Nations Relations Committee MOVED by Director Blackwell, SECONDED by Director Taylor, That the minutes of the First Nations Relations Committee meeting of May 15, 2019 be adopted as circulated. CARRIED 4. Reconciliation Process, Wisty Chaytor, Negotiator, Ministry of Indigenous Relations and Reconciliation Wisty Chaytor from the Ministry of Indigenous Relations and Reconciliation presented an overview of reconciliation and the Treaty Process. Discussion ensued on the following: - First Nation agreements under treaties versus the Indian Act - Pacheedaht, Ditadaht agreements - Unaffiliated (unregistered) families - Indigenous law MOVED by Director Isitt, SECONDED by Director Howe, That the verbal presentation be received for information. CARRIED 6. Committee Business 6.1. 19-796 Reconciliation Progress Report K. Morley spoke to the Reconciliation Progress Report. Discussion ensued on emergency services. CARRIED ___________________________ Chair ___________________________ Recorder Capital Regional District Page 3 Printed on 9/24/2019 REPORT TO FIRST NATIONS RELATIONS STANDING COMMITTEE MEETING OF WEDNESDAY, FEBRUARY 26, 2020 SUBJECT 2020 First Nations Relations Standing Committee Terms of Reference ISSUE SUMMARY The purpose of this report is to provide the 2020 First Nations Relations Standing Committee Terms of Reference for the CRD Board’s Standing Committees. BACKGROUND Under the Local Government Act and the CRD Board Procedures Bylaw, the CRD Board Chair has the authority to establish Standing Committees and appoint members to provide advice and recommendations to the Board. At the December 11, 2019 Board meeting, Chair Plant established the 2020 committee structure and appointments to those committees. Terms of Reference (TOR) serve to clarify the mandate, responsibilities and procedures of standing committees and provide a point of reference and guidance for the committees and members. This year, the TOR for the following continuing standing committees, where no changes were made from 2019, will be sent to the committees for their information: Core Area Liquid Waste Management Committee Electoral Areas Committee First Nations Relations Committee Governance & Finance Committee Hospitals & Housing Committee The only changes made to the continuing standing committees’ TOR are to
