During the month of August, the Great Solar Wheel of the Year is turned to Lammas, one of the four Grand Sabbats celebrated each year by Wiccans and modern Witches through- out the world." 3 Brough Parish Council The Parish Council Meeting was held on Thursday 20th June at 7pm in the Methodist School Room. Councillor P Dew and District Councillor G Simpkins were in attendance along with five members of the public. Councillor Simpkins is a member of EDC’s Planning Committee, and drew the Council’s attention to the revised policy and guidance from EDC regarding parish councils’ observations on planning applications. Cllr Dew sought Members’ feedback on the management and policing of Appleby Horse Fair, and clarified matters regarding the removal of litter and other rubbish from road verges. Cllr Dew also referred to the good rating attained by the local medical practice from the Care Quality Commission (CQC) and drew attention to the S4 Western Dales bus service and provided the Council with bus timetables. Governance and Accountability Return. The Clerk confirmed that Mr Tim Davis has accepted the role of Internal Auditor. Recycling Centre, Land at Musgrave Lane. Councillors Ellwood and Henderson have visited the possible alternative site and agreed that it is a possible way forward. A member of EDC visited the site and also agreed it was a viable alternative. Further discussions with the owner and contact with local residents close to the possible site will be undertaken. Devolution of Assets. Work is being undertaken by Lin Henington in Jubilee Gardens. The Clerk had received clarification of the financial aspects of the transfer of Jubilee Gardens, which were minimal – in the order of £450 in a full year to meet grounds works and lighting costs which the Council found satisfactory. Consequently, the Chair and Vice-Chair, together with the Clerk, signed and returned the Transfer Agreement. Work relating to the devolution of the public conveniences is currently on hold and awaiting the consideration of EDC's new Chief Executive. Appleby Horse Fair. A different policing strategy had been noted, with officers being much more visible. It was felt that the “firm but fair” policing style had contributed to the much more orderly management of the Fair. It was hoped that this year’s arrangements would be repeated in future years. Co-option of a Councillor – Members considered the co-option of a Council- lor to the vacant, seventh, position on the Council. It was agreed that the position should be advertised with a view to co-opting a seventh Member to the Council at the next Meeting. Litter Bins – Cllr Henderson raised concerns about the inappropriate use of litter bins in the Parish. It appears that they are being used by some people for disposing household waste which should either be disposed of through doorstep waste collection services or via the recycling centre. Litter bins are not for the disposal of household waste, but for the collection and disposal of public litter. If the bins are full of household waste, the bins could not be used by the public and littering could become a problem. As a first step Cllr Jones would make contact with the Head of the Primary School, and report back to the next meeting. Dog Fouling on the Playing Field. This continues to be a problem. The children from the school regularly use the playing field and the children have designed their own posters to encourage owners to clean up after their dogs. The Council agreed to award a book token for the best notice. This is a brief summary of the meeting. Pauline Capstick Progress so far. Thank you to all who voted for me in the Eden district Elections in May. I would have thanked you all sooner but the European Elections prevented this from happening. The rules of politics (which are totally baffling) prevented me as an elected member from doing anything until after the European election on May 23rd by which time the deadline for The Way had passed. Since being elected I have undertaken training in a number of areas and attended numerous meetings. I now attend Eden District Council meetings and sit on a number of sub committees Planning, Housing and Community, Licensing and the Scrutiny Co-ordinating Board. To date it has all been fun and is very much a learning exercise. Rest assured the interests of residents in our small corner of the district are at all times at the forefront of any discussions or decisions. You don’t need to comment on the whole A66 only the section that concerns you. Assuming the section from Warcop to Brough is the section that interests you most. Suggestion. You could comment that a foot/cycle/horse route needs to be maintained between Brough and the Appleby slip road ensuring that ‘sustainable modes’ are not excluded from the upgrade. Make sure it’s the dual carriageway you want! 6 What is happening locally? Brough Methodist Church has agreed to provide the space for a community library. It is a long time since there was a library in Brough, even the visiting mobile library no longer visits. We now have the space and have acquired a significant number of book shelves. Over the coming weeks a number of pews will be removed from the Church and the book shelves installed. What we now need is books, dvds, cds to fill the available shelves. Books should be in good order with covers intact and the subject should be suitable for public consumption. Children’s books are also welcome, if sufficient are donated we’ll create a children’s section. Donations can be left at Longway, New Road, Brough (opposite Chofhs Café) porch at rear if we’re out. The next stage will be developing a rota of opening times and recruiting ‘librarians’. Do you have a couple of hours to spare? Do you enjoy meeting people?
