Our first task was to find out the community’s view of what was most important as they went about their lives within the parish. We have done this through a variety of methods: e.g. questionnaires, a postal survey presence at key community events and specific consultations throughout the parish. Members of the NDP Committee have walked across, round, and through the parish and spent time looking, talking to people, noting things and taking photographs. We have discovered bits of the parish, its history and local folklore, that were new to many of us. Over the last two years the consultation, adventuring and discovery has been turned into writing the policies which we think will best meet the needs of the whole parish. Our deliberations have been ably assisted and helped by the input of a Planning Consultant/Project Manager (Steve Besford-Foster) who has been employed through funding received from the Ministry of Housing, Communities and Local Government (MHCLG). All the plans and policies within this NDP have to comply with the National Planning Policy Framework and the Cornwall Local Plan. We have also taken into consideration many previous reports and documents about the Parish. The NDP contains a range of policies: Landscape, Environment and Biodiversity; Heritage; Transport and Communications; Local Economy and Tourism; Local Infrastructure, Services and Facilities; and Flood Management. They stand alone, but in conjunction with the Housing policy, which has been the most challenging one to write. This is, after all, a development plan, not a ‘stay as we are plan’, although that has also been considered. We hope that within our NDP’s proposed settlement boundaries there will be small pockets of land which have development potential. The aim is to ensure that future development within the parish is appropriate to our needs, in areas we think are right for us and fit with the character of our parish landscapes. Neighbourhood Development Plans are a national initiative that Calstock Parish opted into in order to have a say in planning development. In this first public view of the policies we need you to tell us whether it 2 Consultation Draft Calstock Neighbourhood Plan October 2018 ‘feels right’ for the next decade and a half. The children who are currently in primary school now may well be looking for local housing within the lifetime of this NDP. With your help and feedback we hope that this plan helps the parish to be even lovelier, greener, more economically vibrant and just as welcoming as it always has been.
