FOR THE PROPER RESTORATION OF ALL DAMAGED CITY AND BARANGAY ROADS AND STREETS WITHIN THE TERRITORIAL JURISDICTION OF PASAY CITY CAUSED BY THE INSTALLATION OF WATER LINES WHICH HAVE BEEN PENDING FOR LONG PERIOD OF TIME SPONSORED BY MEMBERS OF THE SANGGUNIANG PANLUNGSOD WHEREAS, the General Welfare Clause of the Local Government Code of 1991 provides that "'Every local government unit shall exercise the powers expressly granted, those necessarily implied there from, as well as powers necessary, appropriate, or incidentalfor its efficient and effective governance, and those which are essential to the promotion of the general welfare. \. Within their respective territorialjurisdictions, local government units shall ensure and support, among other things, the preservation and enrichment of culture, promote health and safety, enhance the right ofthe people to a balanced ecology, encourage and support the development of � appropriate and self-reliant scientific and technological capabilities, improve public morals, enhance economic prosperity and social justice, promotefull employment among their residents, maintain peace and order, and preserve the comfort and convenience oftheir inhabitants"; WHEREAS, Article III, Section 458(a)(l) of the same code provides for the power and duty of the Sangguniang Panh.ingsod to "approve ordinances and pass resolutions necessary for an efficient and effective city government"; WHEREAS, the improper restoration of roads and streets undeniably cause undue traffic and possibility of accident both to motorists and pedestrians; WHEREAS, several complaints have been received from pedestrians and motorists frequently passing through these roads and streets including residents near these areas about the inconveniences they have been enduring all this time which can be avoided if only Maynilad would restore the same properly and immediately; NOW THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED by the Sangguniang Panlungsod, in session duly assembled, CALLING THE ATTENTION AND IMMEDIATE ACTION OF MAYNILAD WATER SERVICES INC. FOR THE PROPER RESTORATION OF ALL DAMAGED CITY AND BARANGAY ROADS AND STREETS WITHIN THE TERRITORIAL JURISDICTION OF PASAY CITY CAUSED BY THE INSTALLATION OF WATER LINES WHICH HAVE BEEN PENDING FOR LONG PERIOD OF TIME; RESOLVED FURTHER, that a copy of this resolution be given to the Office of Maynilad Water Services Inc.
