Introduction As part of the Development Policy Research Unit’s research into Graduate Unemployment (see Working Paper 06/114) a series of interviews with some of South Africa’s largest FRPSDQLHVDFURVVDUDQJHRIGLIIHUHQWVHFWRUVZHUHFRQGXFWHGGXULQJ)HEUXDU\DQG0DUFK RI7KHLQWHUYLHZVEURDGO\RQWKHJUDGXDWHXQHPSOR\PHQWSUREOHPWUDYHUVHGD UDQJHRILVVXHVUHODWLQJIRUH[DPSOHWRWKHVFKRROLQJDQGKLJKHUHGXFDWLRQV\VWHPWKH learnership programme and National Skills Development Strategy (NSDS) and the nature of VNLOOVVKRUWDJHVDQGWKHVNLOOVGH¿FLW,QWXUQDQXPEHURIGHWDLOHGORQJDQGVKRUWUXQSROLF\ suggestions emanated from the interviews and background research. 2. Seven of the manufacturing companies contributed 3.1 per FHQWWRWKHWRWDOHPSOR\PHQWLQWKHLUVHFWRUZKLOHWKHFRQVWUXFWLRQFRPSDQ\DFFRXQWVIRU 2.7 per cent of sectoral employment. Almost 6 per cent of the workers in the Transport and Communication industry were employed by the two companies that we interviewed. Findings from the Firm Survey and Related Research 3.1 Production and Workforce Trends The introductory segment of the interviews covered general issues around past company SHUIRUPDQFHDQGIXWXUHH[SHFWDWLRQVDQGKRZWKHVHKDYHLPSDFWHGRQRUDUHOLNHO\WRLPSDFW RQHPSOR\PHQWLQWKHIXWXUH,QSDUWLFXODUFRPSDQLHVZHUHDVNHGDERXWFKDQJHVLQWKHVL]HDQG composition of their workforces. Evidence presented in Section 2 suggests that South African ¿UPVDUHLQFUHDVLQJWKHVNLOOVLQWHQVLW\RISURGXFWLRQDVDUHVXOWRIWKHDGRSWLRQVRIWHFKQRORJLFDOO\ advanced production techniques in an effort to become more competitive globally. This often leads to a decrease in the size of the workforce while at the same time altering the composition of the workforce (ratio of skilled versus unskilled workers). The introductory questions were WKHUHIRUHDLPHGDW¿QGLQJRXWZKHWKHUVXFKWUHQGVZHUHDOVRYLVLEOHLQWKHVPDOOVDPSOHRIODUJH ¿UPVLQWHUYLHZHG+RZHYHUDWWKHVDPHWLPHWKH6RXWK$IULFDQHFRQRP\LVHQWHULQJDERRP SKDVHZKLFKLPSOLHVWKDWVRPH¿UPVPD\DFWXDOO\H[SHFWWRH[SDQGWKHLUSURGXFWLRQFDSDFLWLHV and hence employment numbers. 7KH¿UPVLQWHUYLHZHGW\SLFDOO\KDYHFRPSOH[FRUSRUDWHVWUXFWXUHVDQGDUHRIWHQLQYROYHGLQ PHUJHUVRUQHZDFTXLVLWLRQVVHOOLQJRIVXEVLGLDULHVDQGRXWVRXUFLQJRIDFWLYLWLHV7KHFRUSRUDWH landscape has also changed dramatically in the last few years with companies entering into Black Economic Empowerment (BEE) deals. Such corporate transactions may have important HPSOR\PHQWHIIHFWVIRUWKHFRPSDQ\FRQFHUQHG DVUHÀHFWHGLQWKHLUSD\UROO EXWWKHLQGLUHFW employment effects elsewhere in the economy may in fact negate the net employment effect. $VDUHVXOWLWLVVRPHWLPHVGLIILFXOWWRGLVFHUQHPSOR\PHQWWUHQGV+RZHYHUWKHJHQHUDO LQGXVWU\VSHFL¿FWUHQGVVHHPWRFRQFXUZLWKWKRVHRIWKHHFRQRP\,QVKRUWWKHSDVWGHFDGH or more has shown a decline in the importance of the primary sectors in the economy and a shift towards the more skill-intensive secondary (manufacturing) and tertiary (services) sectors. )LUPVWKHPVHOYHVKDYHDOVRW\SLFDOO\EHFRPHPRUHVNLOOVLQWHQVLYH%HORZZHEULHÀ\UHSRUW RQVRPHRIWKHLQGXVWU\DQG¿UPVSHFL¿F¿QGLQJVZLWKUHJDUGVWRJURZWKH[SHFWDWLRQVDQG employment trends. The mining companies generally agree that the mining industry is unlikely to grow in the IXWXUHDWOHDVWQRWZLWKLQWKHGRPHVWLFHFRQRP\$VVXFKWKHLQGXVWU\LVXQOLNHO\WRPDLQWDLQLWV share of employment as the labour force grows over time – a trend that has in fact been visible IRUVRPHWLPHDQGFDQEHH[SHFWHGIURPGHYHORSLQJHFRQRPLHV7KHJROGPLQLQJLQGXVWU\ LQSDUWLFXODULVDWEHVWVWDEOHEXWSRWHQWLDOO\DGHFOLQLQJRQHGHVSLWHUHFHQWKLNHVLQWKHJROG SULFH7KHODUJHPLQLQJFRPSDQLHVLQ6RXWK$IULFDDUHPXOWLQDWLRQDOVDQGDWSUHVHQWFRPSDQ\ JURZWKLVGULYHQPDLQO\E\H[SDQVLRQLQWRRYHUVHDVPDUNHWVZLWKQRVLJQL¿FDQWHPSOR\PHQW impact domestically in South Africa.
