Service Review (MSR) focuses on the City of Temecula and has been prepared to assist the Riverside Local Agency Formation Commission (LAFCO) in meeting the requirements contained within the Cortese/Knox/Hertzberg Local Government Reorganization Act of 2000 (CKH2000). CKH 2000 requires LAFCO to review and update as necessary the spheres of influence (SOI) for all applicable agencies within each County not less than once every five years. A sphere of influence is defined by Government Code 56076 as “…a plan for the probable physical boundaries and service area of a local agency, as defined by the Commission …” This MSR is intended to assist Riverside LAFCO, affected agencies and the public in evaluating municipal services provided by the City of Temecula and identifying possible future constraints or challenges that may impact service
