At the last meeting it was agreed that each Town & Parish Council would meet to discuss the proposal of contributing 25% of the cost of their scheme to enable each of the schemes to be completed. ER confirmed that since the last meeting CC has agreed that each CNP will receive a proportion of CC’s Community Highways Scheme contingency fund (this equates to £14,634 for the Falmouth & Penryn CNA). Furthermore, a number of the schemes have had a reduction in cost due to design changes, further reducing the total cost to the CNA. Potentially all schemes can move forward if all the Town and Parishes agree to funding a percentage contribution as a contingency. The money would only be requested if the project exceeds the estimate and will be requested on completion of the scheme. Up to a 25% contribution will need to be ringfenced by the Town/Parish Council into the next financial year. Each Town/Parish Council will be notified if there is a change to the current estimate with an explanation of why the costs have increased/decreased. Cllr Michelle Wilkinson, Mabe Parish Council read out a statement from Mabe Parish Council; ‘Mabe abstains from voting for the Falmouth & Penryn Community Network Highways Scheme. This is due to the fact they felt it unfair to apply for any of this funding as they were promised a major highways scheme on Antron Hill/Longdowns, for which they have been waiting for over 4 years. However, in that time we have received no formal written explanation from Cormac or Highways, as to why the project has been continually set back. We would like this minuted and copies of the minutes sent to the Leader of Cornwall Council, Councillor Julian German, Deputy Leader, Councillor Adam Paynter and the Portfolio Holder for Transport, Councillor Geoff Brown.’ Peter Williams CC confirmed that the Mabe scheme will be going ahead in 2021 and that the project has been ringfenced. Page 2 of 4 Information Classification: PUBLIC Notes Action ER reiterated that all the Parishes received the same information and were given the opportunity to submit an expression of interest to the Community Highways Scheme. The Panel were asked to consider the proposal of each of the Town/Parish Councils contributing up to 25% to the Contingency Funding. Proposer – Cllr Tessa Thomson Seconder –John Symons CC Votes in favour were received from: Falmouth Town Council Budock Parish Council Penryn Town Council Constantine Parish Council St Gluvias Parish Council Mawnan Parish Council Perranarworthal Parish Council Mylor Parish Council Cornwall Councillors: Bastin, Jewell, Saunby, May, Kirkham, Symons, Williams. Abstain: Mabe Parish Council T&PCs ER explained she will require confirmation from each Town/Parish Council, confirming their support towards up to 25% contribution and that the funds may be ringfenced into the next financial year if needed. Penryn Town Council have committed £2,000 to the contingency for their schemes. The Panel were asked to consider the proposal of all the Highways Schemes moving forward. Cllr Bastin thanked the Panel for their input into the Highways Schemes and ER for the work she had done to bring this all together. 4 Town and Parish Council Updates Constantine Parish Council – Cllr John Andrew Cllr Andrew asked ER for confirmation that she had been made aware of the Parish not wanting yellow lines at the school, and only wanting zig zags. ER confirmed she had been informed by the Parish Clerk, and the re-design had been sent to the Parish for approval to proceed. The revised costs also contributed to the reduction of the total schemes costs. 5 Cornwall Councillor Updates Jane Kirkham CC The Estates Transformation paper was rejected by Customers' Scrutiny. There is no certainty about which CC property in Falmouth would be kept or disposed of. Alan Jewell CC Reported that CORMAC have been in the area clearing ditches and have done a good job. AJ raised concern that CORMAC were then throwing it back onto residents garden/land and asked what the Policy was on the removal. Viv Bidgood, CC Highways Manager asked AJ to send him the details and he will look into it. Generally the waste should be spread on nearby verges, not in residents garden/land.
