Draft Minutes of a meeting of the Cyngor Cymuned Llandrinio &Arddleen Community Council held on Thursday 18th January 2018 at Arddleen Community Hall 7.30 p.m Present; Cllr M R Williams (Chairman) Cllrs A A White, T N Davies, Mrs L M Roberts, H V Jones, Mrs P M Jones, J F Thomas, Mr A Wigley and 1 member of the public. Apologies Cllrs Mrs S M Townsend and Mrs L O’Connor 1/2018 Minutes of the previous meeting on the 16th November 2017 were confirmed. 2/2018 Matters arising; 3/2018 (284/2017) Training has taken place with St John’s Ambulance for 3 dates with the presentation of the Defibrillator on Wed 22nd November at 5 p.m in Llandrinio Village Hall. Welshpool Hospital league of Friends have also given one to Penrhos Old School which will be installed next weekend. Arddleen Community Hall are in the process of installing the outdoor cabinet. 4/2018 (285/2017) Donations of £2900 have been received so far to fund the survey of Rodney’s Pillar – It was agreed to increase the Grant to £900 which would enable the survey to go ahead as this will be matched by Bausley with Criggion Community Council. 5/2018 (287/2017) Natural Resources Wales have finally managed to test a sample of the brook in Sarnau and state that it is not within the agreed parameters. Clerk to ask who is responsible for making sure that work is done so that it is within the agreed parameters. This is particularly important as other dwellings are connecting into the Digester and there were concerns that there is not enough flow in the summer months. 6/2018 (280/2017) Update on Plastic Recycling Box – no room at the Garage and unfortunately Caepost are ceasing trading from 31st March 2018. 7/2018 (324/2017) Cllrs were frustrated to hear that work by Severn Trent to the road surface outside Portland had been completed but still left a dip in the road. Clerk to ask Highways Dept whether this was up to their standard. 8/2018 (327/2018) Clerk to remind Highways Dept re: repairs to Llandrinio Bridge. If the stones are not put back now another nudge could lead to more significant damage. 9/2018 (333/2017) Mr Peter Powell from the Severn Rivers Trust has been contacted to see if he would come and outline their future plans for the management of the rivers. Correspondence for Information 10/2018 Newsletter from Natural Resources Wales 11/2018 Recruitment from Community Health Council for more members to join the board.- Clerk would include in article in the Bridge. 12/2018 Letter of thanks from David Edwards (Liberal Democrats) for support in obtaining signatures in a petition submitted to improve Maerdy Bridge junction) 13/2018 Notification of Best kept Village in Mongomeryshire Competition –will be launched Fri 23rd Feb at Berriew Community Centre. Further guidance also received from NALC. 34/2018 Consultation received from the Law Commission on changes to Planning Law in Wales – clerk to respond that Enforcement needs to be given more priority. 35/2018 Consultation on Public Health – Local Toilets Strategies –closes 4th April 36/2018 Notice of an additional Renewable Energy Hearing in relation to the preparation of the Local Development Plan on Wed 10th Jan in Llandrindod Wells. 37/2018 Online consultation from Welsh Government re; proposals to tackle crime & poor performance in the Waste Sector. Planning 38/2018 Minutes of a Planning Committee meeting held on Wed 22nd November at Beechfields, Llandrinio 39/2018 Minutes of a Planning meeting held on Wednesday 20th December at Penrhos Church 40/2018 Planning permission requested for P2017 0974 – Erection of 1 detached dwelling at land adj Cilfach Glyd, Deytheur – it was agreed to maintain the objection as per the previous application on this site which was for 3 dwellings. 41/2018 Planning permission has been granted to;- i) VAR 2017 0012 – application to modify section 106 at Finchfield, Rhos Common ii) P2017 0736 Erection of a 2 storey extension and alterations etc to New House Farm, Arddleen iii) P2017 0454 Erection of extensions to existing dwelling at Lyndale, Arddleen iv) P2017 0429 Erection of extensions at Sarnau Cottage, Sarnau 42/2018 Planning permission requested for P2017 1497 Erection of an affordable dwelling, installation of septic tank and creation of access at land adjacent to Malt House, Llandrinio for Mr B Hillidge (previous application P2017 0686 had been withdrawn). It was agreed that the same comments would be made i.e no objections but consideration in the design of the dwelling needs to take into account the low height and ‘cottage’ style of neighbouring properties. 43/2018 Concern had been expressed by residents at Penrhos due to the large building being erected at Penrhos Farm. Under an agricultural notification permission has been granted for a building under 465 m2 for use for agricultural purposes. Cllr J F Thomas is unhappy that the planning process has been used to build an industrial building in a rural setting and wondered why the change of use application had not already been lodged. 44/2018 Further information received re: proposed chicken shed at lower Trederwen Farm which shows that a large proportion of the chicken manure will have to be exported to other farms of which no details has been given. Financial matters 45/2018 Bank balance as at 18th January 2018;- Current Account £ 241.59 Deposit Account £28941.35 Bank statements were checked and initialed by Cllr M R Williams. 46/2018 Permission granted to pay;- i) Mrs C E Davies (reimbursement of stationary) £82.15 under L.G.A 1972 s112 ii) Mrs C E Davies Salary + expenses 01.10 – 31.12.2017 £810.00 iii) H M revenue & Customs (P.A.Y.E) £195.00 under L.G.A 1972 s112 iv) Hire of Llandrinio Village Hall £26.00 for Defibrillator training + presentation v) Arddleen Community Assoc £20.00 for hire of hall under L.G.A 1972 s112 47/2018 Councillors had considered the recommendations of the Independent Review panel for Wales and had completed the form to indicate whether they wished to claim for expenses. It was agreed that no allowance needs to be made for this within the Budget and that any allowances which did arise would be met out of the contingency element. 48/2018 Precept for 2018/2019 was discussed and agreed with the Levy staying the same as last year. Highways 49/2018 Bus shelter at Trawscoed will be painted once weather improves 50/2018 Update received from Footpaths Officer Mark Chapman to say that work is progressing to improve some of the pedestrian gates – unfortunately a lot of time has been spent dealing with infringement issues. 51/2018 Many thanks to County Cllr Mrs L M Roberts who has reviewed street lighting in Arddleen & Llandrinio. She was asked whether the street light on the junction of the B4392 and the road leading past Arddleen School could be switch on. 52/2018 Powys C.C to be asked whether their review of litter bins has now been completed 53/2018 Complaint received of poor state of road by Gwernowddy junction – this has been passed onto Powys County Council estates Department.
