The team are part of the wider SDC Strategy and Development Service. This service is responsible for developing and implementing many of the Council's key strategies and policies. Building upon a successful record of accomplishment of delivering affordable-homes in rural communities, the AFHDT provides support and advice to parish councils, landowners, developers and registered providers with the aim of developing new affordable-housing. The AFHDT has developed its own housing need assessment processes, which provide publically available independent and robust evidence for future housing growth in rural communities. Earlier 2016 East Huntspill Housing Need Assessment The following was recorded and reported in the December 2016 HNA report. Readers must remember that the conclusions within this report merely represent a snapshot in time into what (if any) unmet housing requirements exist in East Huntspill. At the request of East Huntspill Parish Council, Sedgemoor District Council carried out a full housing need survey during 2016. The results of this exercise, published in December 2016 indicated a requirement for 14 additional affordable homes. See detailed summary below. A copy of the full 2016 East Huntspill HNA can be obtained from Sedgemoor District Council website. 10 x Affordable Rent 4 x Affordable Home Ownership 2 x 1 bed flat 1 x 2 bed house 2 x 1 bed bungalow 3 x 3 bed house 3 x 2 bed house 3 x 3 bed house The 2018 East Huntspill Housing Need Assessment Review Following the publication of the 2016 HNA, East Huntspill Parish Council committed themselves to tackle the affordable housing shortfall identified in the HNA. Affordable housing is a standing agenda item on the monthly EHPC agenda. The Parish Council worked closely with the Affordable Housing Development Team (AFHDT) following a tried and tested Staged approach set out below: Stage 1: Understanding local housing need for affordable housing Stage 2: Finding and securing a suitable site for the new affordable housing Stage 3: Designing and agreeing a housing project Stage 4: Identify development partners Stage 5: Agree funding options, followed by securing funding and planning permission Stage 6: Construction phase Stage 7: Occupation stage A site in New Road has been identified on which new homes might be built. Core Strategic Land have submitted a planning application, which will provide 40% affordable housing. The earlier consultation exercise associated with New Road project has suggested the numbers of local people who need help to find an affordable home might be greater than the 14 reported in the December 2016 HNA. The information from Homefinder Somerset in January 2018 shows 23 households who have registered and have some connection to East Huntspill. However, all applicants on Homefinder Somerset can bid for vacancies outside their preferred location. Speculation on the numbers of Homefinder applications with a potential interest in affordable homes in East Huntspill is likely to be greater than the results of the updated survey. In December 2017, the AFHDT felt it is being appropriate to review the earlier HNA. A HNA survey form and covering letter to those people registered on the Homefinder Somerset register, along with forms to people (not registered on this system) who responded to the 2016 HNA. Whilst acknowledging that simply being registered on Homefinder Somerset this does not necessarily mean every applicant is in housing need. The HNA forms will identify those who have a local connection to East Huntspill and determine what recommended tenure, type and size of housing the respondent needs and can afford. After discounting respondents who replied to the 2016 HNA, this latest HNA exercise has identified a further 4 households with an affordable housing need, with a connection to East Huntspill. Based on the above assumptions, and adding the information to the December 2016 HNA the total number of households assessed as being in housing need and requiring an affordable home in East Huntspill is eighteen (18). We have assessed the breakdown of accommodation they require in table format below. The HNA review sought to investigate and update the December 2016 HNA. Housing need in this context can be defined as follows: . For the purposes of this document “‘housing need” can be defined as the need for an individual or household to obtain housing which is suitable to their circumstances; . It implies that there are problems or limitations with the household’s current housing arrangements and that the household is unable to afford or to access suitable accommodation in the private sector; . Such problems may be due to housing costs, size, location, layout, state of repair or security of tenure; . This need may be immediate or anticipated in the near future. Historically, the majority of responses in any survey of this kind come from: . People who feel themselves to be in need of housing now or in the near future; . Their relatives; . People involved in some way in community affairs who probably have an appreciation of the problems affecting the community as a whole, even if they are not in housing need; . People who feel strongly that there should be no more development in the village. Past experience shows that local people are often apathetic to register for affordable housing and fill out a survey form prior to any housing development project. This is mainly because they feel that there is no prospect of an affordable home in the locality. The numbers on the housing register spike at key stages of new affordable housing build projects. The most notable of these triggers tend to be firstly when planning permission is secured, secondly when construction activity can be seen on site and thirdly, when the new homes are nearing completion. The East Huntspill Housing Picture Data from the 2011 Census and other national statistical sources information can be accessed down to ward and parish level via the National Statistics web site of the Office for National Statistics. East Huntspill is a village on the Huntspill level near Highbridge, Somerset. The civil parish includes Cote, Hackness and Bason Bridge. East Huntspill (the village) is considered a rural settlement. In the affordable housing arena, settlements with a population of less than 3000 are classed as villages. In Planning terms, East Huntspill is viewed as one of Sedgemoor’s Key Rural Settlements under the current Local Plan. As at 2011, there were 458 households and a population of 1,146 in East Huntspill (Office of National Statistics, Census 2011) Owner Occupation is the dominant tenure across the parish accounting for 85% of all homes (458 households).
