The Public Authority is represented by Thiru K. Karunakaran, Senior Revenue Inspector, O/o the Sub Collector, Mettur, Salem District. 2. The complainant submitted a petition dated 04.02.2016 to the Public Information Officer, O/o the Sub Collector, Mettur, Salem District asking for copy of nomination filed by S.R. Parthipan under form 2-B, part I to VI before the returning officer of Mettur Assembly Constituency during the Assembly Election 2011 and the corresponding affidavit . 3. A complaint dated 21.03.2016 has been sent stating that information sought was not furnished and, therefore, punitive action may be taken under Sec. 20(1) of the RTI Act. 4. The Public Information Officer has sent copies of information sought by the petitioner vide a report in SR No.91-2016 B dated 30.12.2016. 5. Thiru K Veerappan, PA to Sub Collector, Mettur has to explain the reason for the delay of 9 months in furnishing the reply. He has not appeared today on the ground that he is engaged in preparing a counter affidavit relating to CA 2273 of 2016 of the High Court. He has deputed Thiru K. Karunakaran, Senior Revenue Inspector who is not able to explain the reason for the delay. 6. Thiru K Veerappan, PA to Sub Collector, Mettur is directed to explain why a fine of Rs. 25,000/- should not be imposed upon in vide sec 20(1)of the RTT Act. His explanation should be received on or before 31.01.2017. If the explanation is not received in time it will be deemed that he has no explanation to offer and action of imposition of fine will be confirmed. Sd/-(K.
