Since its inception in 1924, the Northern Rhodesia Legislative Council (NRLC) which later became the National Assembly of Zambia (NAZ) in 1964, has had many individuals who have served the Institution as MLCs and MPs. Although the NAZ has been in existence for many years, there is no one stop document which contains information about the past and present Members. To fill this gap, the NAZ embarked on the publication of this parliamentary handbook which aims at giving context and history of the NAZ in a succinct presentation. In addition, the handbook shows the pattern and distribution of MPs across the nation, over a period of time. I am convinced that MPs, Civil Society Oganisations (CSOs), Faith Based Organisations (FBOs), researchers, families and societies, within the country and abroad, will find this handbook very informative, and useful. Rt Hon Mr Justice Dr Patrick Matibini, SC., BA, FCIArb, MP SPEAKER OF THE NATIONAL ASSEMBLY OF ZAMBIA 3 | P a g e PREFACE This handbook is an effort by the National Assembly of Zambia (NAZ) to add to the inventory of parliamentary information resources that are available for use by the public. The handbook gives an insight of the history of Parliament in form of concise profiles spanning the pre and post- independence eras. The handbook was published with the understanding that records and archives form an essential and significant part of the country’s information resources, required for planning for the future and preserving the nation’s memory. The process of compiling this handbook followed a tedious, yet fulfilling process which involved collecting, identifying and matching details of photographs to individual parliamentarians. The process led researchers far and wide in order to capture accurate and comprehensive information. This involved tracking key informants, some of whom held Government portfolios, in an effort to validate and ensure that the information collected is as factual as possible. The handbook will regularly be updated in order to capture missing information and to include future parliamentarians. Cecilia N Mbewe (Mrs) CLERK OF THE NATIONAL ASSEMBLY OF ZAMBIA 4 | P a g e ACKNOWLEDGEMENTS The publication of this first ever comprehensive handbook containing records of all Members of Parliament that have served in the Zambian Parliament from its origins as the Legislative Council in 1924, transitioning to the NAZ at independence in 1964, was an enormous task. In this regard, the efforts of many gallant men and women, whose contributions were invaluable to the success of the book, are recognised and appreciated. Sincere gratitude go to the Right Hon Mr Justice, Dr Patrick Matibini, SC, BA, FCIArb, MP, Speaker of the National of Zambia, for sanctioning the compilation and publication of this book. Sincere thanks are also extended to some Members of Parliament (MPs) of the 12th National Assembly (2016 – 2021), who were helpful in providing valuable information pertaining to their provinces and constituencies. Further, gratitude goes to various institutions, both local and international, as well as individuals who contributed massively to the compilation of this publication. The images, records and historical insights provided were useful in the compilation of this book. Special recognition goes to the following individuals and institutions: (i) His Excellency, Mr Rupiah B Banda, Fourth Republican President; (ii) Hon Enock Kavindele, former Vice-President; (iii) Hon Dr Vernon J Mwaanga, former Cabinet Minister; (iv) Hon Kennedy M Shepande, former Deputy Minister; (v) Hon Matiya Ngalande, former Member of Parliament; (vi) Hon Mwamutenta R Musakabantu, former Cabinet Minister; (vii) Dr Simon Miti, Secretary to the Cabinet; (viii) Mr Mwelwa N Chibesakunda, former Clerk of NAZ (ix) Mr George Kateka, former staff of NAZ; (x) Cabinet Office; (xi) Office
