Com. P.V. Kathiravan MLA, Deputy Chairman of the party presided over the meeting. The meeting took stock of the current socio-political developments of the country and discussed elaborately on organizational issues. The meeting has adopted condolence resolutionon the saddemise of Com. D.N. Jha, Central Committee Member of the Party and the Chairman of AIFB Delhi State Committee. Com. Jha died on 4th Nov.2015 due to old age illness. The meeting also condoled the death of flood victims of Tamilnadu. One minute silence has been observed as a mark of respect to the departed souls. Following resolutions were adopted in the meeting unanimously:- Growing Intolerance Ever since the BJP came into power under the leadership of Narendra Modi, the sangh parivar forces are trying their level best to impose their theocratic as well as religious fundamental ideas on the national polity of our country. The venomous speeches of Hindu fanatic leaders including Members of Parliament belong to BJP created an atmosphere of fear psychosis among the minorities. The ruling clique is keeping criminal silence over the issues and doing little to allay the fears of minorities. Price Rise The people of India voted against the UPA and brought the BJP into power on two important issues ie; price rise and corruption. But even after 18 months in power, the BJP government did nothing to contain these menaces. Chaos in Parliament. The winter session of the Parliament has lost its valuable days on the issues created by the government just before the beginning of the session. The silence of the PM on the issue of increasing intolerance and the selective political vendetta of the central government has created unprecedented pandemonium in the house. WTO Meeting at Nairobi The 10th Ministerial Meeting of the World Trade Organization was held at Nairobi, Kenya from 15th to 18th dec.2015. The meeting failed to resolve the issues of agriculture subsidy and tariff. In fact it is the failure of Doha development Agenda started in 2001. India – Japan Nuclear Deal During the visit of Shinze Abe, the Prime Minister of Japan on 12th December, both India and Japan have signed more than a dozen agreements varies from bullet trains to military exchanges and installation of civil nuclear reactors. With Japan holding significant stakes in US companies like GE and Westinghouse, and the French firm Areva, the deal is crucial for setting up nuclear power plants using Japanese reactors. Bihar Election The recently concluded Bihar Assembly election result is a big blow to the communal forces who tried to divide the voters on the basis of religion and casts. The entire poll strategy of BJP 1 has been blasted into smithereens in the wave of mahagatbandhan of JD (U), RJD and Congress (I). Local Body elections in Kerala and Tripura. The local body elections in Kerala were held in November 2015. The Left Democratic Front (LDF) got majority in the elections… The Left Front in Tripura has registered a landslide victory in the election to 20 civic bodies in the state, including the 49-member Agartala Municipal Corporation. The meeting has adopted following organizational decisions:- Netaji Bhavan will be inaugurated on 23rd January 2016 Our dream comes true now. The ‘Netaji Bhavan’ at New Delhi is now ready to inaugurate on 23rd January 2016, the 120th birthday of Netaji Subhas Chandra Bose. The finishing works of the construction are going on very speedily. With the inauguration of the Netaji Bhavan, we are fulfilling a long pending ambition of not only the members of All India Forward Bloc but also the entire followers of Netaji across the country that we owned a small plot of land and a own building at New Delhi, the National Capital of our country. Netaji Bhavan, though it is small but sufficient to carry forward our mission to ‘rebuild India in Netaji’s way’ in the present circumstances. All the lower units of the party are requested to send representatives to attend the inaugural function of Netaji Bhavan. Kindly inform the travel schedule of your state representatives to the Central Office through Phone: 011- 28744273 or through email: [email protected] OR [email protected] Fund for Netaji Bhavan As we are closing to the date of inauguration of our Netaji Bhavan, the central committee is facing serious financial crisis to completing and furnishing the office and to manage the day today affairs of the party. Therefore, all the members of the central committee and the leaders of state committee have to collect maximum fund for Netaji Bhavan. Special efforts to be taken to collect the quota fixed for the central Secretariat Members (ie, Rs.1,00,000/-), Central Committee members (ie, Rs. 50,000) and all the members (ie, Rs. 100/- ) All the state Units are requested to collect the above mentioned contributions from the members of the party and to collect general fund for Netaji Bhavan and send to the Party Account as early as possible. Observe Netaji Jayanti as ‘Desh Prem Divas’ All the lower units of the party are requested to chalk out detailed programme to observe the 120th birthday of Netaji Subhas Chandra Bose as ‘Desh Prem Divas’ on 23rd January 2016. We have to organize more popular programme this time as the issue of declassification of Netaji files is in the national limelight. We should propagate the measures taken and the movements conducted by the Party to constitute the Mukherjee Commission and the declassification of files related to Netaji and INA. TUCC: Com. S.P. Tiwar Suspended. There are some organizational issues in the TUCC central Committee. The General Secretary of TUCC Com. S.P. Tiwari unilaterally conducted a conference at Hyderabad on 30 Nov & 1-2 Dec.2015. He ignored the request of the General Secretary of the Party and the President of the TUCC to defer the Conference till resolving all the outstanding organizational issues of the TUCC. Instead of deferring the proposed Conference he unilaterally suspended the President of TUCC central committee and thereby violated all organizational discipline and constitution of the TUCC. Therefore, the TUCC Central Secretariat met on 22nd of Nov. 2015 and decided to suspend him from TUCC. The central committee of TUCC met at Kolkata on 21st Dec. 2015 2 unanimously decided to expel com. S.P.Tiwari from TUCC and to hold the 9th National Conference of TUCC at Bangalore from 26th to 28th February 2016. It was also reported that due to his uncontrolled movements to the states without informing the state leaders and his reluctance to submit the financial statements and accounts of TUCC, the relation between the Party and the TUCC in different states have been affected severely. After detailed evaluation, the Central Committee of All India Forward Bloc has decided to suspend Com. S.P. Tiwari from the primary membership of the party and to serve a show-cause notice to him that why further disciplinary action should not be taken against him. Therefore, all the party leaders and comrades are requested not to keep any contact with Com. S.P. Tiwari and direct the TUCC leaders to keep in touch with Com. G.R. Shivashankar, President of TUCC (Ph:09341007797 & [email protected]) and the Central office of TUCC (011-28744273). 9th National Conference of TUCC at Bangalore. The deferred 9th National Conference of TUCC will be held at Bangalore from 26th to 28th February 2016. The Central Committee of TUCC has prepared detailed programme for conducting their National Conference. A preparatory committee will be formed at Bangalore on 17th January 2016. All the party units are requested to extend maximum assistance to conduct the General Body meetings of the Unions, TUCC conferences and conventions and ensure the delegates for the National Conference. Ensuing Assembly Elections The states of West Bengal, Tamilnadu, Kerala, Assam and Pondicherry will go for Assembly elections in the month of March - April 2016. All the concerned party units are requested to streamline the organisational activities and prepare themselves to face the election. More protracted movements, and popular slogans with concrete plans, effective and energetic leadership and practical and demand based manifesto are required for effective campaign in the election. The All India Forward Bloc has to increase its seats and votes share in the coming election. The state committees have to chalk out plans and programme accordingly. AISB The National Convention of All India Student’s Bloc (AISB) was held at Bhubaneshwar, Orissa on 28-29 Nov.2015. The convention elaborately discussed about the increasing commercialization and communalization of education and decided to strengthen the campaign against these trends. The Convention also decided to organize Regional Conventions of AISB to gear up its activities and each State committee should have a target to collect at least 1 lakh membership of AISB from different campuses (i.e. from Schools, Colleges and Universities) within one year. It was also decided to organize the next National Conference of AISB in December 2016. All the lower units of the party are requested to give priority to organize AISB as it is the real mass front of the party to recruit future leaders of the party. All the lower units of the party are requested to implement this circular in its true spirit and with utmost sincerity.
