Dernocratiza~ionis a high priority for this mission, and USAID plays an imporrant role in funhering these objectives. I believe tbu Ihe CSP has justified rhe resources anU the approach to really make a difference, not ody in the important DG field, but in primary education, family health and natural resources management. An ongoing issue in our bilateral relarions is political and economic rcform. Halting progress is evident on both fronts. A strons and vibranr USAlD program structund to deliver assistance directly to tbe grassroots while poised to targct aisrinct and potentially high payoff acrivitics such as the recent US study tour by National Assembly deputies, tke bland Initiative. and perhaps ~e I998 presidential electiom is an imponant tool to support and encourage the reform process. 1 underrrmd completely the need ro auuragc €or results and flexibility in [he ficid is an essential iogreditn~to respond to rapidly unfoIdkip opportlmjries. If the USAlD program is ro retain a leading rolc, resources should be increased. The USAID budget and staff have laken a scrious beating in the current climate of resourcc scarciry. I strongly recommend that dcspitc the pressures to do Icss, rhat USAlD do all ir can to assurc a reasonable level of resources for rhc Guinea program. Thc CSP proposcs several resourcc scenarios. From my perspective, he "breakthrough' sccnario is bc mosr sensible given he program's higb performance and potential, our excellent US PVO pmers and che efficicnr management structure established rhrough reenginering.
