Development Management Committee 20th March 2013 High House Cottage Milbourne Newcastle upon Tyne NE20 0EB 7th February 2012 Dear Sirs Carraw Planning Application 12NP0114 Proposed New Lodge I have known Carraw Farm and the surrounding land for many years and I am familiar with the proposals for the new lodge. I am writing to support the current planning application. I know the site chosen for the new lodge and it will be very well screened by the existing woodland (which I helped plant). The lodge will not be visible from land to the North and views from what I understand as public access land to the South and West will be virtually impossible. Kevin and Leah have built up the existing bed and breakfast business and it is now a successful business though they have to turn people away at the height of the season as there is not sufficient bed space. This proposal will provide this new bed space in a sustainable location. I thought new planning policy announced by the Government supported proposals such as this in a sustainable location where there is public transport and it is the expansion of an existing successful business. This proposal will also support the diversification to the existing farming business which has shaped this part of the National Park and it is important for its survival. The use of modern highly insulated construction and the use of stone and vertical boarding mirrors the existing buildings and it is also good to see other natural materials like slate. I support this proposal and hope that it will be approved to allow others to enjoy the beautiful location which I know so well. The proposals fit with the tourism policies of the County and of the National Park providing high quality serviced accommodation, new job opportunities and are also a farm diversification project. It is also in accord with the national “Good Tourism Guide” The current operation has some of the highest occupancy rates in the region and is of 4 star, gold standard, the only such enterprise in the area. It moreover is turning away business. The new development will in part meet this demand i.e. an expansion of the existing business and be operated to the same high standard. Its high quality design befits its proposed location. The project has been subject to tourism consultation and proof of demand from the Hadrian’s Wall Trust, the DMO, and officers within the National Park. All have indicated their support for the development and have provided research to substantiate the business aspect of the project. In terms of other visitor businesses in the locale a number have indicated their support for the project e.g. Grindon Farm. Given the standard of accommodation proposed there is no competition and displacement to such businesses. The development is well screened and there is no impact on the World Heritage Site. I am the person who lives in the Carraw farmhouse and runs the bed and breakfast business. It is now a successful business often running at above 90% occupancy in the peak seasons. In fact we often turn away business as there is not sufficient bed space. This exciting new proposal will provide this new bed space in a sustainable location. The project fully meets the aims of paragraph 28 of the National Planning Policy Framework in providing expansion of an existing facility in an appropriate location. The project will also benefit other businesses in this rural location. In addition this project will meet the aims of Northumberland Tourism in providing high quality accommodation in an appropriate location and will also meet Central Government aims. The letter I am writing today is in connection with the planning application for the new visitor accommodation. I know the site chosen for the new lodge and it will be very well screened by the stone walls. Actually after I graduated from the NNPA ‘Traditional Boundary Traditional Skills’ course I re- built the entire stone wall boundary on the Southside of this woodland in 2010. I know this area of the Wall well as the proposed new lodge will be virtually invisible from the South and West and will be seen against the existing trees and not an open skyline like at Grandy’s Knowe. The new accommodation is contemporary in looks but with stone, water tables and kneelers at the north end. I think it is a high quality design of a type accepted by the National Park. The new building will sit lightly in the landscape and will be screened from the public views by the woodland whilst taking full advantage of the open views to the south, east and west. I support the idea of this new accommodation and hope that it will be approved to allow others to enjoy the beautiful location which I know so well. Following my comments, dated February 7th 2013, to the original application I believe that the National Park are objecting to the original proposal. My comments originally submitted our still valid and I wish for these to be taken forward for consideration as part of my representation to the amended proposal. As the current owner (in partnership with my husband) of the business at Carraw I feel that the proposal should be applauded in this current climate and support us in the expansion of a business that is running at high occupancy levels in the high season and turning business away due to lack of rooms. In addition to meeting a number of relevant planning and tourism policies, the proposal will assist us in providing further employment opportunities in the business, in addition to safe guarding employment of our current staff. With the decision by the owners at Grindon Farm to cease trading in Bed and Breakfast accommodation this year, in favour of self catering, this will leave a void in the availability of accessible serviced accommodation provision in this area of Hadrian’s Wall and the National Park. I feel that the proposal will assist in addressing this and add to the accommodation choice for the “less abled” in a prime location of Hadrian’s Wall. I support this amended proposal and hope that it will be approved to allow others to enjoy the beautiful location which I know so well and allow further development to the high quality accommodation offer already available at Carraw Bed and Breakfast.
