Mandatory PIN A compulsory tool for consumers to restrict access to unsuitable content. This tool cannot be removed or bypassed by the user and requires a PIN number to be entered each time the user accesses the content. The PIN number must be chosen by the account holder and allows only those authorised to view the content. Free-to-air TV household Households that view TV through services that do not require a subscription to watch (such as Freeview or Freesat). For the purposes of this report, households using subscription video-on- demand services such as Netflix may be also included in this group. Pay TV household Households that have a subscription-based TV service, usually charged at a monthly fee, offering a wider choice of channels than are available for free (e.g. Sky, Virgin Media, BT or TalkTalk). It can be delivered through cable, satellite, digital terrestrial and/or the internet. Post-watershed content Programmes broadcast on scheduled TV after 9pm and before 5.30am. Programme information Information which describes the content of the programme, including the different types of potentially unsuitable material within the broadcast. This might be information found in the EPG, guidance notes alongside a programme on an on-demand service, or information provided in continuity announcements voiced by the channel before a programme starts or after an advert break. Scheduled television Programmes broadcast and viewed according to a schedule set by the broadcaster. SVoD (subscription video on demand) Subscribers are charged a fee to access video-on-demand content (e.g. Netflix, Amazon Video), which is viewed solely at a time chosen by the viewer. VoD (video on demand) and catch-up / on-demand A service which allows TV content to be viewed solely at a time chosen by the viewer (e.g. BBC iPlayer, All 4). For the purposes of this report, all catch-up, VoD and SVoD is referred to as ‘on- demand’, unless otherwise specified. Voluntary PIN (personal identification number) A tool that allows consumers to restrict access to certain channels, programmes or VoD services. When a PIN is set, users must enter a four-digit number to access the restricted content. However, users can opt out or switch off this tool if they choose. User age verification A protection tool that asks users to confirm that they are over a certain age before viewing a programme (e.g. BBC iPlayer asking them to confirm if they are over 16 or 18). Watershed The watershed begins at 9pm. Material unsuitable for children should not, in general, be shown before 9pm or after 5.30am. 5 1. Executive summary 1.1 Key findings • Scheduled TV remains a core part of family viewing, although there is ever increasing usage of on-demand services • Post-watershed content is already viewed during the day, via on-demand services, by adults, as well as by some older children • Parents continue to value the 9pm watershed and consider it an important protection tool • Awareness of PINs is high, and half of parents of 11 to 15 year-olds have currently set a voluntary PIN • Many people believe that adults should be able to view post-watershed content during the day, using a mandatory PIN. However, the personal appetite for such a service is somewhat lower • Most parents believe the use of a mandatory PIN to view post-watershed content during the day would offer the same or greater protection than the watershed. 1.2 Background to the research Ofcom commissioned Kantar Media
