Chairman, President and CEO SUBJECT : IMPLEMENTING GUIDELINES DURING THE ENHANCED COMMUNITY QUARANTINE OVER DAVAO REGION DATE : 06 April 2020 Pursuant to the Davao Region Covid-19 Task Force (RTF-11-COVID19) Order No. 2020-008 and Order No, 2020-008-A “Prescribing the Guidelines for the Effective Implementation of the Enhanced Community Quarantine over Davao Region to suppress the spread of COVID-19 Infection” and the issuances of Davao City Executive Order No. 23 “An Order Providing for the Guidelines of an Enhanced Community Quarantine” and Davao De Oro Province Executive Order No. 028 “An Order Declaring the Province of Davao De Oro under Enhanced Community Quarantine starting April 07, 2020, Adopting the Unified Guidelines of the Regional Task Force Covid-19 of Davao Region”, this Office hereby adopt and strictly implement the said guidelines. I. Coverage All Employees reporting to Mindanao Offices – Regional Office Davao City, Depot Base Camp, Brgy. Upper Ulip, Monkayo, Davao De Oro and North Davao Office, Maco, Davao De Oro Province regardless of employment status. II. Internal Guidelines 1. Wearing of face mask is mandatory when going out in public and inside PMDC Offices and premises. Wearing of face shield and face masks are encouraged; 2. Depot and North Davao Offices shall maintain the Skeletal Workforce Arrangement. Employees who physically report to work shall be entitled to Hazard Pay pursuant to Administrative Order No. 26 “Authorizing the Grant of Hazard Pay to Government Personnel who Physically Report for Work During the Period of Implementation of An Enhanced Community Quarantine Relative to the Covid-19 Outbreak”; 3. Mass gatherings shall be prohibited and all person are required to observe social distancing of at least two (2) meters in the Office, avoid physical contact such as hug, handshake and skin-to-skin touching between co-workers; 4. Employees shall be at all times bring their PMDC Identification Card including their Certificate of Employment when reporting to work; 5. PMDC Depot Office has one Quarantine Pass. One Driver and one passenger only can be allowed to travel within Monkayo, Davao De Oro for the following reasons: a. To go to the hospital or medical or dental or police stations; c. During Emergency d. To transact in banks, gas stations, hardware, and money remittance or payment centers among others; 6. Employees must regularly check their temperature, wash their hands with soap and water before entering PMDC Offices and Staffhouse, disinfection of Office premises and Staffhouse, promote social distancing, and other precautionary measures to prevent the spread of Covid-19; 7. Employees required to report to Davao Office shall be transported by Official vehicle with one driver, 1 passenger in front and 1 in the back observing physical distancing; 8. Employees travelling in between workstation or from their residence by Single Motorcycle shall abide with the “One passenger in a Single Motorcycle Policy”, only One passenger is allowed to ride provided that he/she shall wear helmet and personal protective equipment such as face mask in accordance to RA 4136 or Land Transportation and Traffic Code; 9. Employees shall abide with the Liquor Ban. No liquor and any other alcoholic or intoxicating drink shall be sold, served or consumed in public and within PMDC premises 24 hours of the day during the state of public emergency; 10. The curfew hours shall be from 6:00pm to 6:00am except during emergency. Employees who need to travel to their residence shall leave their station early. Depot Office / Staff house shall be closed strictly at 5:30pm. 11. No senior citizen, pregnant women, sick, and immunocompromised individuals shall be allowed to go out of the residence or dwelling or Staff house except when going to the hospital, medical, or allied medical institutions. 12. Loitering in public places is prohibited. Employees are encouraged to directly go home after rendering their duty. Davao De Oro shall penalized violators accordingly under Provincial Ordinance No. 63-2020 “An Ordinance Implementing Home Quarantine in Davao De Oro Province, Prescribing Guidelines Thereof and for Other Purposes” III. Violations Any violation of the abovestated internal guidelines shall be dealt with accordingly under PMDC Company Rules and Regulation. IV. Effectivity This Memorandum shall take effect immediately.
