WITI-Milwaukee, WS Page 1 WHBQ – Memphis, TN This report covers the time period November 1, 2005 to October 31, 2007 (except where otherwise specifically noted). I. PROGRAMMING: a. Local Newscasts: WHBQ-TV airs 36.5 hours of local newscasts every week: Monday-Friday 5am-9am Monday-Friday 11am-11:30am Monday through Sunday 5pm-6pm Monday through Sunday 9pm-10pm b. Breaking News: WHBQ broke into and/or preempted regularly scheduled programming in order to bring its viewers breaking news or disaster information. This coverage included reporting on severe weather warnings, amber alerts, school closings, and other emergencies. A comprehensive list of cut-ins and crawls is attached as Exhibit 1. c. Local News Stories: Provided below is a brief summary of important local news stories covered by WHBQ during its local newscasts: • The murder of a local pastor and the subsequent arrest of his wife made local and national headlines. • Arrest of Memphis Councilman Rickey Peete for allegedly accepting bribes • Community reaction to proposals to close/rezone eight inner city schools • Crackdown by local law enforcement • Death of Bishop G.E. Patterson, head of six million member, Memphis-based, Church of God in Christ, Inc. A comprehensive list of the station’s local news stories is attached hereto as Exhibit 2 (2 – 2I). d. Local Interest Programming: WHBQ produces and televises the Memphis Symphony Orchestra’s “Home for the Holidays” Christmas concert (twice Emmy nominated). WHBQ also produces and televises specials covering the “Memphis in May International BBQ Cooking Contest” and 2 various sports specials covering local college and professional sports teams. e. Political Coverage: WHBQ has devoted extensive time to coverage of political issues important to its viewers. During the report period, WJBQ covered a disputed special election among local state representatives, which led to the Tennessee Senate overturning the election on constitutional grounds. The station also covered all Memphis Council hearings regarding a proposed code of ethics to help restore the public's confidence in local government. A complete list of the station’s political coverage is attached hereto as Exhibit 3. f. Awards and Recognition: 3 Regional Emmy Awards were awarded in January 2008 for Overall News Excellence, Evening Newscast and Newscast daytime. WHBQ also won the Emmy award for Community Service (Memphis Food Bank) and for Enterprise reporting. In 2007, WHBQ won Emmy and Promax awards for a PSA on the homeless, an Emmy Award for a food bank PSA, and an Emmy Award for a PSA on behalf of the American Cancer Society. II. PUBLIC SERVICE ANNOUNCEMENTS (PSAS): For the January 08-21, 2007 period, PSAs were aired about important community issues and on behalf of local organizations, such as the March of Dimes, Partnership for a Drug Free Memphis, Health (cholesterol, influenza, nutritional food, second-hand smoke) and Peace All Us Together. For the June 11-24,2007 period, PSAs were aired, including internet safety, stopping violence, emergency preparedness and Volunteers of America.- PSAs specifically targeting or requested by community groups or addressing local issues in the January 8-21, 2007 period were 1:30 minutes on behalf of Habitat for Humanity and the Food Bank. In the June 11-24,2007 period, 7:00 minutes of PSAs were aired on behalf of Memphis City Schools and The Food Bank. 3 III. PARTICIPATION IN COMMUNITY WHBQ constantly gathers information about the needs and interests of the members of its community, particularly through the monthly meetings that the station hosts with community leaders. The discussions are informal and focus on a variety of issues, including child abuse, crime/gang violence in schools, education, parenting, and health issues. A diverse group of organizations have attended these meetings, including representatives of the Black Farmers Association, Girls Scouts Council of the Mid-South, and the Memphis Literacy Council/ WHBQ’s management, on-air talent and behind-the-scenes employees have made a commitment to participate in a variety of events in and around the city, such as: • Board of Directors, the Memphis Food Bank • Board of Directors, University of Memphis National Alumni Association • Volunteer, Porter Leath Children’s Center • Reader, Read Across America • Host, Tiara Tea Society • Member, Memphis Literacy Council • On-air talent and station employees make numerous appearances throughout the year at area schools A detailed list of community participation in the report period is attached as Exhibit 4. IV. WEBSITE MyFoxMemphis.com offers 24/7 streaming through two live channels, one featuring weather content and the other featuring news content. The weather stream alternates between live weather cameras (or “live windows”) of downtown Memphis and the Mississippi River, and live weather radar in the event of severe weather. The news stream features live news conferences, live streams of newscasts, and a ‘behind the scenes’ view of the WHBQ studio. During special news events, web- exclusive content with live on-the-scene interviews and extended are published. While entire newscasts are not archived to the website, all local content in video and text form is stored. WHBQ does offer a service for users to request specific content and local content is supplemented, whenever possible, with unedited interviews and additional features. Another section of the website is www.MLKinMemphis.com, chronicling the Memphis Sanitation Workers’ Strike of 1968, and the series events that led to the assassination of Rev. Martin Luther King, Jr. The site 4 contains additional archival news footage, educational content, an interactive timeline, and images from the assassination investigation. Several media partnerships were forged as a result of the website, most notably with the National Civil Rights Museum and the Shelby County Register’s Office and the Commercial Appeal. www.MyFaithForum.com provides in-depth interviews with community and faith leaders all across the Mid-South. The site feature an events calendar, blogs by faith leaders, a daily devotional, the latest faith- based news, message boards, and instant chat for those visiting the site. Launched shortly after the passing of the Church of God in Christ (COGIC) Presiding Bishop G.E. Patterson, the site has provided a cross- denominational platform for visitors to “Connect, Converse and Inspire” (the slogan for WHBQ). www.MyMemphisHoops.com covers the top-ranked University of Memphis Tiger Basketball team.
