STOCKTON HEATH PARISH COUNCIL A meeting of the Planning, Finance & General Purposes Committee was held on Tuesday 1 September 2020, commencing at 7:30pm via Zoom. Present: Cllr. P Todd (chair) Councillors C E Jones, L Murphy, D Robb, S H Taylor and P J Walker (left at 7.45pm). Attending: Mrs L Jacob (Clerk) P20/026 Apologies Apologies were received and accepted from Cllrs. S W Boggan and H J Dutton. P20/027 Declarations of interest Cllr Walker, as a substitute member for the Development Management Committee, did not take part in Planning discussions. P20/028 Accounts for Payment Resolved that approval be given for payment of the accounts as detailed on the schedule of payments dated to 1 September 2020, with arrangements for cheques to be signed by Cllrs. Todd and Robb following the COVID-19 procedure. Queries raised by Cllr. Murphy over the differential in salary costs between July and August and the payment to the Cheshire Pension Fund to be answered by the Assistant clerk by email. Resolved that retrospective approval be given to the payments made in August as detailed on the schedule of payments (cheques were signed on 4 August 2020 by Cllrs. Jones and Todd.) Cllrs. Todd and Robb signed the authority to transfer £10,000 from Nationwide Building Society to the Nat West Current Account in order to cover future payments. There are no issues that need attention following the assessment of the Annual Governance and Annual Report (AGAR) submission. Thanks were conveyed to the RFO for the work that had resulted in a clear audit. P20/032 Reserves Policy The draft Reserves Policy was considered and it was Recommended that the policy be adopted by full council. P20/033 Procurement Policy The draft Procurement Policy was considered and it was Recommended that the policy be adopted by full council. 1 P20/034 Additional PFGP meeting The proposal to add an August meeting of the PFGP Committee to future meetings calendars was discussed and it was Recommended that full council resolve to adopt the proposal. P20/035 Planning Applications Cllr. Walker left the meeting. a) The comments made on plans considered by email consultation during recess were noted. b) Responses to planning applications received from 11 August 2020 are detailed in the appended table. c) There were no notifications of refused planning applications and no applications referred to or decided by the WBC Development Management Committee. d) There were no other planning issues raised. OBJECTION Heath, Warrington, WA4 6JH The proposal is an overdevelopment to the existing dwelling; it will be overbearing on neighbours, especially where it shares the boundary with No.3 and possible overlooking from the patio area to No. 7; there is a possible 45 degree rule breach – however plans are not provided that show the development in plot compared with the neighbouring properties so this is difficult to establish but should be investigated by the officer; there are concerns that existing beech trees will be damaged by root disturbance during the build. Should any trees require removing a condition should be placed that as many new trees are planted.
