The Harmony Design Committee was established to administer the design review process, both for new construction and individual homeowner requests. The Committee is made up of representatives of the Harmony Development Company staff and is assisted as needed by various design consultants. The Harmony Design Code is primarily intended for the design, planning, and approval process for the approved homebuilders at Harmony. The design principles are intended to provide for a variety of home configurations and designs which enhance the property values of all owners, now and in the future. There are some requirements that relate to Harmony homeowners and the alterations and/or additions that may be requested after the initial purchase of their homes. The following list is an example of those items that require approval from the Harmony Design Committee. Please review your Harmony Declaration of Covenants, Conditions, Restrictions, and Guidelines or contact the Harmony Design Committee for clarification before any improvements are made. Fencing and/or Garden Walls Play Structures Major Landscape Changes Pool and Spas Landscape Lighting Satellite Dishes House Color Changes Solar Panels Roof Color Changes Window Treatments/Blinds Forms are available to assist in the submittal of requests, and most requests are answered within 1 to 2 weeks, but no more than 30 days. Additional information regarding specific requirements can be requested through the Harmony Development Company's office. HARMONY REVIEW PROCESS AND ENFORCEMENT (Improvements to Existing Buildings) Harmony is envisioned as a new town, a place for people to live, work, socialize, and enjoy Central Florida and its unique natural features. Our Harmony Code has been designed to help define the architectural, community and landscaping design elements that make up the built environment of the community. In order to ensure that new homes, additions, renovations and other built elements will improve and enhance this vision, all such projects shall be subject to review. Please refer to the Home Residential Owner Association Documents for the rules and regulations pertaining to the maintenance and regular up-keep of homes in the community. There are no fees associated with any submittals to the HOC, however the HOC reserves the right to initiate a fee structure at any time prior to submittal. Review and approval given by the HDC does not eliminate the necessity of obtaining an Osceola County Building Permit where applicable. IMPROVEMENTS TO EXISTING BUILDINGS There are two categories of improvements to existing buildings: Major and Minor. These categories are defined by there importance to the character and design of the building and the lot. Minor Changes: Painting (change of color), re-roofing (change of color), addition of fences, lighting, game structures, drives, walks, landscape structures, lawn ornaments, statuaries, additional parking, Re-design of Landscape, Pools, Pool screens etc. Major Changes: Additions to Primary Structure, Addition of Outbuilding, breezeway connections, etc. For Minor Changes, submit a completed Improvements Review Application with supporting material samples and/or design sketches as needed. For Major Changes, submit a completed Improvements Review Application, supporting architectural construction drawings, and material samples as needed. OUTBUILDINGS, POOLS, AND STRUCTURES In the Town of Harmony outbuildings, such as the garage, gazebo, workshops, etc., are considered extensions of the main house and should be designed with the same care. Screen enclosures, for pools, spas, or other exterior spaces, enhance the enjoyment of Florida's year round outdoor activities. These structures, however, should not be viewed from the public, street-side of the lot. Due to the less visible and more private sitting of these structures away from the street view, the requirements are somewhat relaxed, but require the same design thought. MATERIALS 11 The materials for outbuildings shall be the same as for the principle structure. 11 Screen enclosures of white aluminum frame and screen components are allowed; enhanced designs to match the style and detail of the house are encouraged. CONFIGURATIONS AND TECHNIQUES Outbuildings/ Structures 11 Accessory structures and unique features, such as gazebos, storage sheds, workshops, etc., shall match the style and detail of the main house and not exceed 12 feet in height. 11 Play structures are allowed but must comply with all setbacks, are limited to rear yards, and must be screened or located out of view from the street. Pools 11 Only in-ground pools are permitted; no above-ground pools. Above­ ground hot tubs and spas are permitted. 11 Pool, spas, and hot tubs shall be screened from view with fencing, garden walls and/or landscaping, and shall be enclosed by such or with screen enclosure to meet all safety requirements. Screen Enclosures 11 Screen Enclosures must meet all setback requirements as written in the Harmony Micro General Notes. 1. In cases where the screen enclosure can be viewed from the front or side street, a minimum 6' privacy fence and landscape, screen/hedge on the street side of the fence shall be provided adjacent to the screen. This hedge shall be a minimum of 30"_in height upon installation, and plants are to be spaced at a minimum of 30" on center. 2. In cases where the screen enclosure is on a lanais facing onto open space, no buffer is required. 11 Screen enclosures one-story in height and in accordance with the architectural style of the primary structure are encouraged. Two-story screen enclosures are NOT allowed. 11 Screen enclosure frames should match the architectural style roof angle and slopes of the home. 11 Screen enclosures must be white in color. 11 Screens are to be centered within the columns and not located flush with the outside or inside edge. 11 Screen enclosure kick plate may be added if less than 18" in height. If greater than 18", then a wall with stucco finish or lattice section is required. 11 Second Floor Balcony Screen Enclosures are NOT allowed. FENCES AND GARDEN WALLS In the Town of Harmony, front yard fences define the line between the public space of the street and the private space of the yard of the homes. They make a transitional and transparent edge, allowing views but establishing the lot boundary. Privacy fences and garden walls, taller and opaque to block casual views, are allowed along back yards to foster and protect the private life that is complementary to the community life. Creativity is strongly encouraged in the design of all fences. MATERIALS 111 Front yard fences shall be made of wrought iron, (White) PVC (recycled preferred), or painted aluminum. Combinations of materials (such as masonry bases/columns and wrought iron) will be considered on an individual basis and must be approved by the HOC. 111 Garden walls and privacy fencing shall be made of brick, stone or stucco (to match the home), wrought iron, aluminum, or approved combination of materials. CONFIGURATIONS Front Yards (front 24' of property) 111 Fences in front yards along the street frontage and along side yard and common lot lines must be between 30" and 42" high. 111 Fences in the front yards adjacent the front street and side street where applicable, shall have a setback from the front property line a minimum of 12 inches.All fences in this location should have open pickets to allow views to the front yard. Low hedges planted in the 12 inch setback are encouraged. Rear Yards and Side Yards (area beyond the front 24' of property) • Solid privacy fencing of (White) PVC and/or solid garden walls is allowed only along alleys and side yard locations. • Garden walls and privacy fence (and hedges) along alleys, side yards, and common lot lines may be solid as high as 6' above the adjacent ground with an additional 2' transparent fence on top. (subject to HOC approval.) 11 Fences and walls at the rear of the property along the alley (where applicable) shall have a minimum 2 foot 6 inch setback from the property line and an installed hedge within the 2 foot 6 inch setback. The hedge shall be a minimum of 30 inches at installation and plant spacing no greater than 24 inches on center, unless approved by the HOC. 111 All corner lots where privacy fencing and garden walls are located in the rear side yard (area beyond the front 24' of property) adjacent to the side street shall have a fence minimum setback of 12 feet from the side property line, and an installed hedge on the street side of the fence/wall. The hedge shall be a minimum of 24 inches at installation and plant spacing no greater than 24 inches on center, unless approved by the HOC. 111 If enclosure is to meet pool safety, it must meet all picket width and spacing per Osceola County and State of Florida regulations. TECHNIQUES / GENERAL 111 Fence patterns and all garden walls must be approved by the HOC. 111 All fences shall be "finished-side out." 11 Brick, stone or stucco walls or columns shall be appropriately capped. 11 Fence color to be approved by the HOC. Fences with plank style pickets should be white. Fences with wrought iron or aluminum pickets should be black or white in color. Hedges and climbing vines are encouraged in combination with fences and walls. Hedges and climbing vines should be chosen from the Recommended Plant Material List. Species not on this list, if equivalent or better, may be approved by the HOC. • Hedges may be used in place of any fence (except as noted above), subject to the same height parameters and high maintence standards. Walls that are attached or connected to the main structure (such as garden walls) shall be painted to match the base color of the home.
