File Note Subject: Salamanca Place: Review of proposals for closure of Morrison Street link road adjacent to the Salamanca Lawns File Ref: R0817 Date: 1 April 2016 Prepared by: Leenah Ali, Student Engineer A review of the R0817 Salamanca Place file (Volumes 1 to 16) was undertaken and the following relevant information was found: ICAP AP14–Salamanca Place-Pedestrian Crossing at Montpelier Retreat To: City Infrastructure Committee From: Director City Planning and Director City Infrastructure Date: 1 December 2015 Located in Salamanca Place Roads File Number: R0817, Volume 16 This report presents the results from an initial review of the pedestrian crossing point across Montpelier Retreat on the southern side of Salamanca Place in Battery Point. It discusses the various options available for improving pedestrian crossing at the junction of Montpelier Retreat and Salamanca Place. Some of the options discussed include maintaining the status quo, installing a zebra crossing, installing a signalised pedestrian crossing, closing of Morrison Street one-way link through Salamanca Place, closing of Montpelier Retreat to through traffic at Salamanca Place and improving surface treatments and kerb realignments. The report also considers pedestrian usage, safety and amenity at this location. ICAP AP14–Salamanca Place between Montpelier Retreat and Gladstone Street- proposed footpath widening To: City Infrastructure Committee From: Director City Planning and Director City Infrastructure Date: 1 December 2015 Located in Salamanca Place Roads File Number: R0817, Volume 16 1 This report presents concepts for the widening of the pedestrian footpath between Montpelier Retreat and Gladstone Street on the Southern side of Salamanca Place. The concept proposal attempts to balance maximising the space available for pedestrians and outdoor dining while retaining on street car parking. The report takes into consideration the strategic planning implications and financial implications of the proposed concept. The following record files were also reviewed but no relevant documents were found: - R0396 Castray Esplanade (Volumes 1-3) - S70-064-01 Parks and reserve Salamanca Place grassed Area (Volumes 1-7) The Sullivans Cove Planning Scheme 1997 was also considered. Information was also found in other documents that were reviewed. The information is as follows: Sullivans Cove Master Plan Prepared By: Tasmania Office of the State Architect Date: December 2009 Record Number: IR1859 The aim of the master plan is to develop a vision for how Sullivans Cove will develop in the future. The master plan considered the vision of Sullivans Cove and identified possible developments for various locations throughout Sullivans Cove. This plan was produced for public comments. Compendium of Sites of Interest in Sullivans Cove Prepared By: Sullivans Cove Waterfront Authority Version 10 Date: 17 July 2006 Record Number: IR914 The aim of this compendium is to consolidate key descriptive and factual information for 14 sites of interest and provide the Authority with an accurate in house working tool to assist with strategic planning of development opportunities within the Cove over the next 15 years. Information provided for each of the sites include location plans, site descriptions, current use and development, access and movement, site history, infrastructure, leases and licenses, planning, heritage significance, and rental returns. It also includes any special considerations required on site or if any specialists reports or investigations have been undertaken. 2 Making Sullivans Cove More Pedestrian Friendly Date: December 2006 This document discusses the potential initiatives that may be taken to improve pedestrian movements within Sullivans Cove in the short to medium term without prejudicing long term opportunities that may emerge when major developments occur or from a more strategic approach. One of the initiatives identified involves the closure of Montpelier Retreat/Salamanca Place to Castray Esplanade. 11-27 Montpelier Retreat Site Development Plan Prepared By: Kate Loveday Date: February 2004 Record Number: IR1616 This document is a site development plan for 11-27 Montpelier Retreat and takes into consideration all important elements and constraints of the site. 11-27 Montpelier retreat Key Site 11 Sullivans Cove-Hobart City Council Car park corner Montpelier Retreat and Kirksway Place Prepared By: Kate Loveday Date: October 2002 Record Number: IR1615 This report looked at the site 11-27 Montpelier Retreat (also referred to as the Gladstone Street Car Park). The report identified the site and its history, the uses of the plot and provided some planning controls for the area. It also identified the heritage of the plot, along with traffic access and parking on the land and provided recommendations on various possible uses of the land. Pedestrian Movements between Hobart CBD and Sullivans Cove Final Report Prepared By: Ratio Consultants Pty Ltd in association with Johnston McGee and Gandy Pty Ltd Date: December 2001 This report looks at the difficulty and danger faced by pedestrians moving between the Hobart Central Business District (CBD) and Sullivans Cove and carries out a study of the issues faced by pedestrians and the needs for the CBD/Sullivans Cove area. The report performs a crash analysis and a pedestrian safety audit from which it proposes improved pedestrian facilities. One of the proposed actions highlighted within this report consists of the closure of the Montpelier Retreat link. 3 Tramway for Sullivans Cove Proposal By: Leyon Parker, Group Manager Roads and Traffic Engineering Date: November 2001 The proposal for the construction of a tramway on Hobart’s historic Sullivans Cove waterfront to link Salamanca Place and Hunter Street is discussed in this document. The report considers the route for the tramway along with road traffic issues, overhead wire support systems and tram stop platforms. The report also discusses tree removal, tram storage, rectifier locations, cultural heritage values and urban design issues. Sullivans Cove Land Use and Traffic Study – Final Report Department of Transport in conjunction with Hobart City Council Report By: PPK Environment & Infrastructure Pty Ltd Date: February 1999 Record Number IR597 This study discusses the future development of Sullivans Cove which includes the changes to operation of the Port of Hobart. It also discusses the future growth along the arterial road network and effects on traffic movement from the expected changes to land use and possible closures of Argyle Street and Morrison Street in the vicinity of Constitution Deck. Options for a management strategy to ensure acceptable efficiency of traffic flow for the next ten years over arterial roads is provided along with a possible traffic management strategy for the study area. The study area of this report includes the Macquarie Street and Davey Street one way couplet, Hobart Ports Corporation land, Victoria Dock, Franklin Wharf and parts of Battery Point. Parking Standards and Provisions Review – February 2000 This study reviewed the existing parking and access provisions that apply within the area subjected to the City of Hobart Planning Scheme for new developments and recommends new provisions that are suitable for inclusion within any new planning schemes in the City of Hobart. Review of the Sullivans Cove Walk Prepared By: HMT Planning Pty Ltd Prepared For: Sullivans Cove Advisory Committee Date: April 1998 Record Number: IR1081 4 This review was undertaken given the extent of development that occurred within Sullivans Cove in the prior 10 years. The report provided an overview of the market research into walking within Tasmania and identified the potentials for further development for the Sullivans Cove Walk as well as its promotion and marketing. The report also assessed the existing Sullivans Cove Walk and set out ideas and opportunities for improvement. Finally, the report provided an action plan in order to achieve these improvements. Sullivans Cove Assessment of Places of Potential Cultural Heritage Significance Prepared By: Golden Mackay Heritage Consultants Prepared For: Hobart City Council Date: January 1998 Record Number: IR1087 This document assessed the heritage significance of various items that were received as objections to the Sullivans Cove Planning Scheme as it is believed these items should be heritage listed. It documented the readily available physical, documentary and community evidence which provided a context and background for the assessing of heritage significance. Salamanca Square Signage Code Prepared By: John Fuglsang Constructions Pty Ltd Date: 14 November 1997 Record Number: IR439 This report worked to manage the urban details required to compliment the Salamanca Square architecture. It takes into consideration the impacts of retail advertising within the area of historical Sullivans Cove and works to minimize the number of signs and the negative effects of direct advertising. Hobart City Council Tramway Proposal-Sullivans Cove Report By: Johnstone McGee & Gandy Pty Ltd in association with Connell Wagner Pty Ltd Date: September 1997 This report investigates a preliminary design and costing of a tramway proposal to contribute to the inner city public transport network as well as for tourism ventures. The tramway proposal is to link the western end of Sullivans Cove with the Cove’s eastern end and the main railway line that leads to the north along the western shore of the Derwent River.
