Appendix A Polling District and Polling Places Review 2011 Final Report of the Returning Officer This report sets out for consideration by the Council the Returning Officer’s arrangements for polling districts and polling places within the London Borough of Croydon. The review has been conducted according to the requirements of the Review of Polling Districts and Polling Places (Parliamentary Elections) Regulations 2006 that came into force on 1 January 2007. The consultation period lasted from 1 September until 23 September 2011. All submissions were considered and appear in this final report. The Polling District Review Task Group, consisting of four members of the Council, considered and reviewed the Returning Officer’s proposals. The methodology followed in producing the proposals was as follows: • That the Returning Officer’s median figure for the initial review of 1,750 projected polling station voters per polling district formed the basis of the recommendations within this report • That, in line with Electoral Commission guidelines, there will no more than 2,500 electors allocated to each polling station • That electors will be distributed equally amongst all polling districts in the Ward, where practicable • That accessibility requirements will be accounted for when allocating polling places • That local disability groups will be consulted as part of the review • Polling district boundaries could be changed but not the Ward boundaries Other considerations: • There are many new developments in the process of being built. Those completed and occupied prior to the May 2012 London Mayoral and Assembly elections were taken into account as part of the review • New properties that have yet to be completed or occupied will not be considered until after the May 2012 elections where the Wards affected will be reviewed again • The current electoral register is being used to provide statistics for the review • The electorate figures will be refreshed during the 2011 annual canvass Contents of the Report The report examines each Ward within the London Borough of Croydon in turn, listing the changes to the polling districts, the numbers of voters in each polling district and the polling places as proposed by the Returning Officer. Submissions received during the consultation period are also included. Submissions Received Andy Bebington, elector: “Your Croydon”, issue 50, had a note that the Council wishes to consult residents about polling stations. I do not know the minimum number of voters needed to sustain a polling station, but have a suggestion if the numbers permit. The Longheath Estate residents have to cross A222 Long Lane to vote at a nearby school. There is a Centre on the estate (Longheath Community Care & Church Centre) which many of them would regard as significantly more convenient. Might that building not be used as a polling station for residents on the estate? Returning Officer’s Response: Unfortunately this would create a polling district that is much too small, and is not compatible with the methodology. Submission rejected. Further minor changes to BM3 and BM2 were required to allow electors to be distributed equally amongst all polling districts in the Ward, where practicable. Electors will remain within close proximity to their polling station. Submissions Received John Cartwright, Monster Raving Loony Party: While I was leafleting in the by- election in 2007 I discovered that Linden Road is shown on the map in BM2, but in the register it is divided between BM2 (numbers 38 to 69) and BM3 (numbers 1 to 37). If both sides are going into BM4 then this would be solved.
