REFERENCE NO.: IMS/NEWMAP/CQS/01/17 A. INTRODUCTION. The Federal Government of Nigeria has received financing from the World Bank, Global Environment Facility (GEF), Special Climate Change Fund in addition to its own Fund towards the cost of the Nigeria Erosion and Watershed Management Project (NEWMAP) and intends to apply part of the proceeds for consulting services. The NEWMAP is an eight (8) year multi-sector and multi-scale programme with the objective to rehabilitate degraded lands and reduce longer-term erosion vulnerability in targeted States with acute gully erosion. Currently these states include: Anambra, Abia, Cross River, Edo, Enugu, Ebonyi, and Imo. However, seven additional States have recently joined the Project and these include: Kano, Kogi, Plateau, Sokoto, Delta, Gombe and Oyo. Throughout the country, water resources management is critical to address climate variability and erosion while contributing to key sub-sectors such as hydropower, irrigation, floodplain agriculture, and bulk water supply. Water resources are threatened by sedimentation from soil erosion, over-extraction, loss of vegetation cover and other forms of land degradation, as well as from climate variability. Integrated watershed management can help address these challenges by providing technical support and capacity building community Rain Water harvesting in the affected Communities in erosion prone areas. The Imo State Nigeria Erosion and Watershed Management Project (IMS-NEWMAP) being one of the States participating in the implementation of the Project intends to use part of the proceeds of this credit for the engagement of a Consultant firm for Household and Community Rainwater Harvesting in Eziala-Obizi, Iyiuzo-Ihioma-Ogberuru, Umueshi-Amanato- Ntueke, Umuomeji-Umuturu-Ezemazu-Urualla and Umunumo-Ibeaforgully communities of Imo State and now invites eligible consulting firms("Consultants") to indicate their interest in providing the Services. B. OBJECTIVE OF THE ASSIGNMENT The objective of the consulting services is to reduce vulnerability to soil erosion in targeted sub-watersheds with actions to stabilize and rehabilitate major erosion prone sites by addressing rain water which is the underlying cause of erosion using conventional & structural techniques. The consultancy is to provide technical support/capacity building to the project in the affected watershed areas. The consultant will work in close collaboration with the Engineering and Safeguards Team of the State Project Management Units (SPMUs) and with other actors such as the FPMU Water Resources Specialist. This service is for an estimated contract period of 6months C. SPECIFIC TASK OF THE CONSULTANT The consultancy firm for the Community Water Harvesting will conduct feasibility studies and produce detailed engineering design for the construction, installation and supervision of rain water harvesting structure in order to achieve the core objectives of this assignment in a manner consistent with international best practice and standards adopted for NEWMAP. The Specific task of the assignment will include but not limited to the following: a. Assist the State Project Management Unit in overall plan for rainwater conservation and utilization to be adopted for site designs. c. Development of both rainwater and runoff water harvesting techniques for the sub-watershed area. d. Development of water harvesting training manual/maintenance guide and conduct training for households in the community. e. Design and preparation of working drawing of appropriate rainfall collector and water storage facilities. f. Production of Bill of Engineering Measurement and Evaluation (BEME) for the construction of the rainfall collector and water storage facilities. g. Engagement of all actors within the sub-watershed catchment area in the adoption and utilization of conventional water harvesting techniques that would reduce soil degradation due to uncontrolled and utilized runoff. h. Recommendation of appropriate institutional implementation structures, criteria for selection of benefiting households, communities and the disbursement plan. D. ELIGIBILITY To be eligible, interested firms must provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short listing criteria are: (i) Evidence showing the fields of specialty of the firm (consultant's profile/brochures). (ii) Evidence showing that the firm is a legal entity (certificate of registration). (iii) Evidence of registration with relevant authorities and professional bodies. (iv) Evidence showing the technical and managerial capabilities of the firm in the field of assignment. (v) General Experience of the Firm(s) in Consulting Services relating to engineering design for the construction, installation and supervision of rain water harvesting structure during the last 5 years. (vi) Experience of working in a similar geographical region, Description of similar assignments. (vii) Availability of appropriate skills among staff, and availability of essential technology etc. For each previous project performed, the consultant shall provide the name and contact address of the client (office & e-mail address, and telephone number), date(s) of execution, name (s) of lead and associate firms, contract amount and financing sources.
