The project is to be implemented by the Road Development Agency (RDA). The EIA Regulations under Part II Clause 7 (2) (a) indicates that an Environmental Impact Statement (EIS) is required to be prepared for any project specified in the Second Schedule of the Regulations, or (b) for any alterations or extensions of any existing project specified in the Second Schedule. The Second Schedule of the Regulations, under Item 2 Transportation (a) specifies that “All major roads outside urban areas, the construction of new roads and major improvements over 10 Km in length and over 1 Km in length if the road passes through a national park or Game Management Area”. Similarly, the AfDB environmental screening guidelines, projects involving upgrading and rehabilitation of major roads, are classified “Category 1”, and these require detailed environmental and social impact assessment. Therefore an EIS is required for the rehabilitation of the 210Km of the T2 Road from Chinsali-Nakonde. The EIS (this Report), is being submitted on behalf of the developer (RDA), to the African Development Bank (AfDB), in fulfilment of the bank’s policies. The report covers two road sections that will be contracted separately and require separate EMPs and environmental and social management and monitoring systems. Justification of the Project The road project is within the context of Zambia’s Sixth National Development Plans which is a fulfillment of the Government’s sector goal to provide a safe and sufficient road transport system capable of supporting the productive sectors and the social and economic transformation of the country. The project will also support the regional integration and cross border trade with the Republic of Tanzania through the Nakonde/Tundama border. It will reduce the road maintenance costs, vehicle operating costs and travel times. Project Developers The EIS (this Report) is being submitted on behalf of the developer (RDA) to the African Development Bank (AfDB), in fulfilment of the bank’s policies. 1 The 611.5 km Serenje–Nakonde road proposed for full reconstruction section has been subdivided into three (3) subsections for ease of project implementation, namely i) Serenje-Mpika (238.3 km), ii) Mpika-Chinsali (164.6 km), and iii) Chinsali-Nakonde (208.6 km). vi Consultancy Services for Techno Studies, Detailed Engineering Design and Preparation of THE REPUBLIC Tender Documents for the Rehabilitation of the OF ZAMBIA AFRICAN Chinsali-Nakonde Road (T2) DEVELOPMENT Draft ESIA Report BANK Project Life Span The proposed rehabilitation/construction of the T2 Road from Chinsali to Nakonde is designed to have a lifespan of 20 years. Thereafter, RDA will evaluate whether to conduct periodic maintenance or to have the road reconstructed. Project Commencement Date The Road Development Agency (RDA) is currently coordinating the road design and surveys through Grontmij A/S, in association with Bicon Zambia Ltd to facilitate the rehabilitation. Previously, COMESA, with funding from the European Union, engaged Grontmij A/S, in association with Bicon Zambia Ltd, to undertake a detailed engineering design in 2012/13. Currently, the Government of Republic is discussing with AfDB for a loan for the Rehabilitation of this road. However, a lot of time has passed to guarantee the validity and integrity of financial and technical specifications proposed then. Therefore, the need for re-evaluating and updating the designs of the road became apparent. A contractor will soon be identified to implement the project. The Project Location The Serenje-Nakonde Road is part of the T2 international trunk road that runs from Lusaka to Nakonde on the border with Tanzania (see Map 2 overleaf). This is part of the Great North Road, running along the length of Africa from “Cape to Cairo”. The 611.5 km long Serenje–Nakonde Road was selected for rehabilitation in a strategic economic analysis of the investments of the entire North-South Corridor carried out by Birmingham University in 2009. The Serenje-Nakonde Road was divided into three subsections for ease of implementation. These are: Serenje-Mpika (238.3km), Mpika-Chinsali (164.6km) and Chinsali-Nakonde (208.6km). This project focuses on the Chinsali-Nakonde section of the T2. The project road is located entirely in Zambia’s newly created Muchinga Province, and runs in a north easterly - direction from Chinsali to Nakonde on the border with Tanzania. The road begins 100 m before the junction leading to Chinsali town, and ends at the gate of the southern entrance to the Zambian Border Facility. It traverses mostly flat terrain, with occasional rolling hills. There are very few steep sections along the road, the most notable being just before Nakonde town. vii Consultancy Services for Techno Studies, Detailed Engineering Design and Preparation of THE REPUBLIC Tender Documents for the Rehabilitation of the OF ZAMBIA AFRICAN Chinsali-Nakonde Road (T2) DEVELOPMENT Draft ESIA Report BANK Current condition of the Road The road seems to have been designed with 6.1 m wide (2 x 10 feet) bituminous carriageway and 1.5 m wide un-sealed shoulders. However, the existing road travelled way is generally in the range of 5.8 to 6.1 metre wide. There are generally edge breaks which reduce the original width of the lanes/travelled way. It is observed that the Finished Road Level (FRL) of the existing roadway is typically at the same level of surrounding/ Original Ground Level (OGL) or about 1m high except at the approaches of drainage structures and Road Over Bridges (ROBs). At a few stretches the FRL is lower than OGL by nearly 0.3 m. Preliminary visual pavement observation has been carried out on the Project road to examine the physical condition of the existing pavement and its surface. The overall condition of the road can be rated as fair to poor. Cracks for the full width of the carriageway have been observed at many locations. Pot holes and patch works have been observed at many locations. The predominant distress types found are potholes and edge breaks. Pothole patching had been carried out recently by the local maintenance organisation. In some cases the potholes had been filled with cement stabilised base material to the bottom of the bituminous surfacing and thereafter left un-sealed. In terms of drainage structures, it is observed that there are about 203 cross drainage structures located on various natural streams.
