I do have a favor to ask of you in nominating one of my good friends who is very capable and who is Vice Pres.-Engineering of the Hatteras Yachts, division of American Machine Foundry, Inc. to the key position of appointment to the Boat & Safety Advisory council u.s. Coast Guard. The following people have shown their willingness to support Mr. William M. Sanford who I feel is very well qualified for this position. Dear Hrs. Landrus , Under Section 33 of the Federal Boat Safety Act of 1971 (Public Law 92-75, 85STAT213) the Boat Safety Advisory Council is commissioned to provide to the United States Coast Guard, Department of Transportation the judg~ents as to whether or not regulations for safety are necessary. This Council is composed of seven cembers of the general public, seven members of State La~• Enf"orcement Agencies, and seven cembers from the Boating Industry itself. The appointment which I am seeking is in this last category. There are three openings for members whose three-year terms are expiring. 1 eh~ect Admiral Thompson, who is Chief, Boat Safety Division, U.S.C.G., will reco~end reappointcent of at least t·..;o of the three I!lecbers whose· terms expire. Accord­ ing to the Act the appointments are made by the Secretary of the Department under which the Coast Guard is found. In this case it is under the Department of Transportation and is SecrP.tary Claude F. Brinegar. There is a good reason .for asking for your help in getting me appointed to the B.S.A.C. Of the seven people repre­ senting industry there is not one who has day-to-day experi­ ence building a boat over twenty feet·in length. The lack of knowledge on the part of these gentlemen has caused me to plead with each ~ember in the past year for changes in the regulation writing to keep large boats in the reanufac­ turing business. In other words, by a lack of knowledge the present me~bers could not see those facets of regula­ tions which would cripple or absolutely stop the man~factu=e of boats above twenty feet in length. Admiral Tho~pson hinself is aware of the lack of expertise on the part of the industry Council members . I have enclosed my letter to Admiral Thompson regarding this particular subject. -. Hrs. Sherry Landrus September 24, 1974 Page Two As for rounded experience and expertise in the areas outlined previously, I really can think of no man in the industry who hes had the experience and exposure to learning that I have had. : I have had t\.;enty-seven years in all facets of the boat field. · I have designed and caused to be built outboard ~otors ~ out~. board boats (12'-18'), and have been in charge of construction .. of inboard/outboard boats, single engine cruisers to triple engine cruisers in lengths fro~ 23 feet to 70 fe t . I have had first hand experience in the nanufacture of wood boats, steel boats, aluoinum boats, and fiber glass boats. I have had twenty years and still am a resident of Hicb.iga·n. During that period of time in the environs of Holland, Nic1'.igan, 1 have been Treasurer, Chamber of Cc;:::;::erce; President, West Ottawa School Board; member, Holland Econonic Develop~ent Corporation; President, Ottawa County Association for Retarded Children; and a part in many other co~~unity activities. Very briefly, starting in 1947 after departing ac tive duty ~ith the Air Force, I \wrked seven years in the outboard motor manufacturing area as a Chief Experimental Eng ineer, Quality Engineer, and Chief Engineer. For the past twenty ye~rs my positions in the boat company have included Pla:>.t t-Ianager, General Manager, and Vice President of Engineering, I vill furnish to you a full resuree if it is deemed necessary. C. 20590 . - Dear Admiral Thompson, The terms of three industry me~bers of the Boat Safety Advisory Council expire very shortly. We, as a boat manufacturer o~e much to these gentlemen. They have ably contributed to boating safety in general l-lhile yet combatting uneven economic burden to achieve safety. We. at Hatteras Yachts, have a line of pleasure boats today that starts at thirty-one feet in length and extends in differing models to a seventy foot boat. In many areas of manufacturing processes. the techniques and problems faced are cocnon whether a boat is fifteen feet long or fifty feet long. But, it must also be viewed "prime facia" that there cannot be complete parallelist:t in the syste~s, processes, or problems of manufacture with this !. size differential. \..'e feel, as a consequence, that, while the present industry members, whose maximum boat size approaches twenty-six feet, have definitely tried, they could not by lack of real experience serve our needs of modification of new regulation language as well as one from our segment of the industry might do it. We feel it reasonable that one member of the seven in the industry segment of B.S.A.C. be drawn frora among the "larger" small boat manufacturer~ and to that end invite your serious consideration of this "large boat" expertise as appointreent recoc:;meodations i ssi..t e from your office.
