MINUTES OF HOLBETON PARISH COUNCIL MEETING HELD ON TUESDAY 8 JANUARY 2019 AT 7.30 PM IN THE READING ROOMS, HOLBETON Present: Cllrs J Sherrell (Chairman), M Reece, T Craig, C Flower, J Pengelly, H Baumer, C Ackroyd, J Fuller and P Hearn Also present: County Councillor R Hosking District Councillor K Baldry Police Community Support Officer A Potter Visitor(s)/Parishioner(s)present: 0 103/18 APOLOGIES District Councillor I Blackler and Cllr D Knight. 104/18 DECLARATION OF INTERESTS Members’ were invited to declare any personal or disclosable pecuniary interests including the nature and extent of such interests they may have in items to be considered at this meeting. None declared. 105/18 REPORTS (a) Police Report – December Overnight 11th/ 12th criminal damage to motor vehicle, car smeared with eggs and excrement, and a scratch made to bonnet CR/114843/18 The incident at Luson where a wall was damaged mentioned at last month’s meeting, is now closed. (b) County Councillor and District Councillor’s Reports County Councillor R Hosking It has been reported to DCC Highways that the road sweeper was not visiting the road from the A379 turning to Waye Farm and Gibb. The Devon County Council budget is now being discussed. A circular has been distributed which will determine who uses the mobile library. If parishioners are using the mobile library, please contact “Libraries Unlimited”, who are developing and delivering library services, piloting new approaches to bringing ideas, information and knowledge to people’s lives and communities – https://librariesunlimited.org.uk. Small locality grant has been awarded to Holbeton after-school club. District Councillor K Baldry A proposed new supermarket in Ivybridge is unlikely to happen, due to parking issues. The 5 year residential land supply had been confirmed by SHDC. Cllr K Baldry will be standing for election in May. An enforcement officer has spoken to the owners of land where a hedgerow has been removed; a retrospective application will be submitted. Page 1 of 5 Parish Council Meeting – January 2019 (b) County Councillor and District Councillor’s Reports (continued) District Councillor I Blackler SHDC are considering an interest shown by a supermarket wishing to come to Ivybridge, the Council feel it could increase footfall to the town, the parking issue would need to be resolved. Approved Commercial Development opportunities for: - Kingsbridge Rope Walk area, Totnes Steamer Quay, land at Sherford New Town, Beesands Beach Huts, Salcombe Car Parks and workshop for Salcombe Harbour. Joint Local Plan confirms a 5 year land supply. Consultation closes on 15th January on Business Rates on self-catering 2nd homes. There has been released S106 Funds for Public open spaces, sport and recreation, ecology projects in the following Wards: - Charterlands, Dartmouth, East Dart, Newton and Yealmpton, Salcombe, Thurlestone, Ermington and Ugborough, Stokenham, Ivybridge East and West, Wembury and Brixton, Marldon and Littlehempston. Questions from the public and Councillors Cllr Ackroyd pointed out, in the dip just past the Bull and Bear on the approach road to Holbeton from the A379, the road was flooded for many days. Also, the edge of that road is breaking away in various places and suggested bollards to warn motorists. Cllr Hearn asked if there will be notices to stop trucks using the A379, as the government could be increasing truck traffic through Plymouth. Cllr Hosking will clarify. ACTION: Cllr Hosking Cllr Sherrell enquired if there was any additional information on the closure of toilets. Cllr Baldry confirmed there was no further development on the proposed closure of toilets and suggested waiting until SHDC had arranged discussions with the Parish Council. Cllr Sherrell confirmed the public toilets are being maintained by a parishioner from November 2018 to April 2019. 106/18 PAST SUBJECT MATTERS FOR THE PURPOSE OF REPORT ONLY 92/18 Flooding of road at Flete Western (near the layby) - Cllr Hosking to liaise with DCC Highways, a trench is also needed to help drain the surface water. ACTION: Cllr Hosking 92/18 Road sweeper required at Gibb, verge encroaching into road - Cllr Hosking has raised the issue with Nick Colton DCC Highways. ACTION: Cllr Hosking 94/18 Drain below Brownswell needs repairing – Nick Colton DCC Highways, has reported to South West Water, their manhole cover and surround needs repairing. 94/18 Bus stop sign repair – attempts being made to chase this up. ACTION: Cllr Hosking 94/18 Area where the surface water from Gibb pools, still requires addressing. Cover and mud trap promised. Hopefully the work will be completed in this financial year. Cllr Hosking will liaise with Nick Colton DCC Highways to ascertain if there is a scheduled date. ACTION: Cllr Hosking 107/18 TO CONFIRM MINUTES The minutes of Holbeton Parish Council meeting held on 11 December 2018 (previously circulated) were approved by the Chairman. Page 2 of 5 Parish Council Meeting – January 2019 108/18 REVIEW OF STANDING ORDERS Cllr Baumer had carried out a review of the current Standing Orders against the NALC version and had circulated his points prior to the meeting. He suggested modifying the existing ones, incorporating his points. It was agreed to incorporate the points. ACTION: Cllr Baumer Clerk to send draft Financial Standing Orders for review to Cllr Flower. ACTION: Cllr Flower/Clerk 109/18 PLAY PARK INSPECTION: ALLIANZ ENGINEERING Cllrs Baumer and Pengelly have removed the cradle chair as required in the Allianz report, which is now in a store. SHDC have been informed. A quote has been received for the replacement of the woodwork of £150 from a local contractor. It was agreed to ascertain from SHDC if the repair work could be carried out by the contractor and if a copy of their public liability insurance was required. ACTION: Clerk Cllr Sherrell will discuss other points raised in the report and negotiate repairs to the cradle chair swings with Wakehams. ACTION: Cllr Sherrell It was agreed to ask Mike Rawlings to continue cutting the grass in the play park this year. 110/18 SHDC RECYCLING – CHRISTMAS WRAPPING PAPER Clr Baumer asked if information in connection with recycling could be circulated a lot earlier to ensure it is included in local parish newsletters. Cllr Baldry stated it was a last-minute communication due to China now being very particular on what waste paper they will take. SHDC were informed Christmas wrapping paper would not be accepted in the middle of November, but understands that a lot of newsletter deadlines had passed by the time the information had been received. 111/18 PLANNING MATTERS Reference: 3462/18/FUL - Proposal: Erection of new shed to house cattle/sheep, agricultural barn & solar panels to roof Site Address: Alston Manor Grange, Holbeton Recommendation: Support Reference: 3814/18/LBC - Proposal: Listed Building Consent for installation of window to rear elevation & replacement windows to front elevation Site Address: 35 Brent Hill. It was agreed to increase the precept by 5% from £9805 by £672 to £10477 for 2019/20. The increase takes into account the possibility of adopting the public toilets and their maintenance and ongoing work by the Lengthsman due to DCC reducing highway maintenance costs. 113/18 CORRESPONDENCE TO NOTE An email from a parishioner in connection with grass cutting at Battisborough Cross playing field during 2019 on the following basis: - 1. Eighteen cuts for the calendar year 2019. 2. £25.00 per cut. 3. HPC to be billed after every four cuts. 4. Invoice to be emailed to HPC Clerk, copied to Chairman. 5. Should petrol prices exceed £1.50p/litre for more than a month, then they will come back to HPC to re- negotiate the rate per cut, noted in (2) above. This was agreed. Cllr Sherrell will respond to parishioner. ACTION: Cllr Sherrell An email was read out by Cllr Sherrell, from parishioners, who referred to the item in the Holbeton news (October 2018) regarding the closure of the village toilets. They are strongly against this action for many reasons. Children need access to a toilet when they are playing in the area of the Mildmay Colours. Postman, delivery drivers, walkers etc frequently need access to a toilet during their working day. They have recently visited a small town in Worcestershire where they charged 20 pence to use a toilet and Kingsbridge also charge 20 pence. The charges would really only apply to ‘visitors’. There is no toilet in the Church, so what would wedding guests do? They pointed out they would support a small increase in the Council Tax for the continuation of this facility. Discussion took place and it was agreed, the Clerk will email the parishioners and thank them for correspondence and inform them, the Parish Council had looked into the cost of installing a pay entry machine but it was not cost effective.
