Changes in DJO Ranks The DJO has been growing and has evolved into three main areas “DJO Staff”, TFA, and TRA. With this the numbers of members has grown. This is also a contributing factor to the low attrition rate that we are experanceing. With a low attrition rate the “High Command” was faced with three issues. First of which is how do we reward members for outstanding service, war performance, longevity of service, ect… Traditionally we have awarded the membership with promotions in rank and position. By using this as our incentive for members we have created the other two problems. The first of which is that we have run out of positions for the membership that have performed above and beyond the call of duty.. So we still promote them because we have nothing else to give them. By doing that we then lower the attrition rate that we would experience thus causing the proverbial “log jam” in the ranks. In other words, we get top heavy with Sr. Officers. There are a few ways to fix these problems three of which need to be implemented as quickly as possible. First: The addition of new ranks to the organization. The existing ranks are shown below in Table 1. The new ranks are basically the addition of 4 new enlisted ranks. These are shown below in Table 2. By adding the additional ranks that would give us more flexibility to award promos without getting into the current situation we are faced with. Commander Pilot Lieutenant Pilot Recruit Lt. Jr. Grade Ensign The second part of the changes that will occur is the addition of more positions in the fleets these positions would be XO positions. The positions are Wing XO and Fleet XO. By adding these positions we accomplish many things. Some of things that this will accomplish are the ability for the Wings and Fleets to function in the absence of the FA or WC. In addition this gives us the ability to promote members to more positions and also groom the future leaders of the TFA/TRA/DJO under the guidance of experienced leaders. The third item that is happening is the communication and enforcement of the promotion policy. The “High Command” has determined that we can not allow the promotion of members “just because they have been here a long time” type reasons. Along that line DJO staff promotions will be handled in a new fashion, for every DJO Staff member who is put up for a promotion will have to have approval from their Chain of Command and final approval from me. Also no staff member will be promoted beyond the max rank of the position that they hold in the fleets. For example: If a Dept. Head in the DJO is a Flight leader and hold the rank of Lt. and is put in for a promo in the DJO to LtC they will not receive it because they are a FL and the max rank of a FL is LT unless a wavier is granted from the HC. Below is the Official DJO Promo Policy this policy, this policy like any other policy can be overridden by the “High Command” with an official waiver. DJO Promotion Policy All members are subject to the policy outlined below; any and all exceptions to this policy must receive four of the six “High Command” members. The “High Command” consists of the Grand Admiral, Grand Admiral Executive Officer, Chief of Staff, TFA Fleet Admiral, TRA Fleet Admiral, and Judge Advocate General. Promotions are awarded for many different reasons and to that end limits are in place to ensure fairness across all lines. The limits are not restrictive for a member who maintains “average participation” in the DJO and DJO sponsored events. For members that excel above and beyond the call of duty promotions and other awards will be given. A pilot should be able to move from Pilot Recruit to Lt. Commander within a year. Specific limits are applied to the following: Two Ranks may be awarded for “Event” (Wars ect..) participation. Limit one per event. Two Ranks may be awarded for meritorious service to the DJO as a whole. One Rank may be awarded for appointment to a special force or job. (DJO Staff Position, RG, JK, Ect..) Promotions awarded for positional advancement will be awarded according to the position and the rank of the person who is being submitted for the promotion in accordance with the the following Enlisted Rank Officer Rank Pilot Recruit None Pilot None Senior Pilot None Chief Pilot None Senior Chief Pilot None Master Chief Pilot None Flight Officer None Senior Flight Officer Ensign Chief Flight Officer Lieutenant Jr. Grade Senior Chief Flight Officer Lieutenant Master Chief Flight Officer Lt. Commander Positional Rank Ranges: Flight Officer: Ensign to Lieutenant (minimum 2 months service) Squad XO: Lieutenant to Commander (min. 4 months service) Squad CO: Commander to Navy Captain (min. 6 months service, 2 as an XO) Wing XO: Commander to Vice Admiral (min. 6 months service, 2 as Squad CO) Wing CO: Navy Captain to Admiral (min 8 months service, 2 as Squad CO or Wing XO) Fleet XO: Vice Admiral to Rear Admiral (min 1 year service 3 as Wing CO) Fleet CO: Fleet Admiral (min 14 months service, 5 as Wing CO or Fleet XO).
