Question on Notice No. 236 Asked on 9 March 2005 MR HOPPER ASKED THE MINISTER FOR EDUCATION AND THE ARTS (MS BLIGH) - QUESTION: (1) For each of the last two financial years and for the year to date (reported separately), will she provide a breakdown of the number of (a) approved and (b) actual full-time permanent classroom teachers, broken down by school and electorate? (2) For each of the last two financial years and for the year to date (reported separately), what is the number of (a) classroom teacher vacancies, (b) classroom teachers on stress leave or (c) classroom teachers seconded to corporate or head office roles, broken down by school and electorate? ANSWER: (1a) There is no specific approved allocation of permanent classroom teachers per school. The Department has committed to maximising permanency of employment in the teaching workforce through the Teachers’ Certified Agreement 2003. However, the Agreement acknowledges the genuine need for temporary and casual teachers to replace permanent teachers who take leave, resign, retire or transfer. The representation of permanent teachers in the workforce of any school is influenced by a range of workforce management considerations. (1b) Attachment A provides, by school and electorate, permanent classroom teachers classified at Band 1, 2, 3 and senior teacher levels in accordance with the Teachers’ Award State, who work full time. The count is taken from the Minimum Obligatory Human Resource Information (MOHRI) that is provided quarterly to the Department of Industrial Relations. Quarter 2 (June) 2003 and Quarter 2 (June) 2004 information from MOHRI are used to represent the last two financial years. The latest available data set for MOHRI for the 2004-05 financial year is Quarter 4 (November) 2004. The MOHRI methodology determines employee categorisation on the basis of their principal occupational role. That is, employee categorisation is determined by the categorisation in which the employee serves most of their time. The employment fraction is determined on the basis of all occupational roles. The MOHRI methodology may result in categorisation of full-time employees in a specific category where they may practically work only part of their full employment fraction in that role. The attachments do not include employees working on a temporary basis or less than full time. (2a) Vacancies occur as schools grow throughout the year and as teachers take leave, resign, retire and transfer. The filling of vacancies is a task performed by local staffing officers in Corporate Services Units in consultation with schools. Classroom teaching positions must be filled to ensure that students are receiving appropriate instruction and therefore must not be left vacant. Records of classroom teacher vacancies are not kept centrally. (2b) The Department has data on the number of WorkCover stress claims accepted but it is not possible to provide data on the reasons why employees used their personal sick leave or long service leave balances, if these related to stress issues, as employees are not required to provide such specific information. Refer to Attachment B for numbers of WorkCover stress claims accepted for each financial year by electorate for the last two financial years and for the year to date. Data is only provided at the electorate level as, due to the low numbers in individual schools, any further disaggregation of data may lead to the identification of individual employees. Education Queensland has programs to minimise stress in its workforce, including an Organisational Health Unit with a network of employee advisors, rehabilitation consultants and health and safety consultants. Support includes therapeutic referrals and confidential psychological counselling for all staff and advice to managers about workplace trends and ways of improving organisational health. (2c) The following table shows those teachers seconded to an Education Officer (Special Duties) role in non-school locations, including District Offices. Education Officers (Special Duties) undertake special projects such as the development, implementation and staff training of initiatives, processes and systems to improve the education delivered to students. Given that these employees are not based in school locations, it is not possible provide data by school or electorate location.
