2014-15 NCAA MEN’S BASKETBALL CLARIFICATION OF UNIFORM RULES – NOVEMBER 25, 2014 Prepared by Art Hyland, secretary-rules editor, NCAA Men's Basketball Rules Committee During the early part of the basketball season, there has been some confusion about certain uniform rules which has resulted in lack of consistency in the enforcement of these rules. This memorandum is intended to clarify these rules. 1. Undergarments/Legs – Rule 1-23.2 permits undergarments (e.g., tights, leggings, etc.) to extend below the game shorts. They must be one solid color which may be black, white, beige or the color of the shorts. Minor color changes such as stitching, which is insignificant to the overall color of the tights, are permissible. All teammates who wear tights must wear the same color. No medical waiver is required to wear such apparel. 2. Undergarments/Arms – Rule 1-23.1 permits undershirts to be worn as long as they are one solid color similar to that of the game jersey as defined by the neutral zone. Minor color changes such as stitching, which is insignificant to the overall color of the undershirt, are permissible. All teammates must wear the same color undershirt. No logos, decorations, trim, patches, lettering or numbering are permitted on the undershirt except as noted above. Any player who requires a long-sleeved undershirt for medical reasons must receive a waiver from the rules committee. The player's medical personnel/coaching staff must keep a copy of the waiver on the bench for inspection by the officials or opposing team. The same color restrictions apply to a long-sleeved shirt as noted above for a short-sleeved shirt unless a waiver of the color rule has also been issued. 3. Manufacturer's Logo – Rule 1-25.2. Except for the undershirt, a manufacturer's logo not exceeding 2 ¼ square inches is permissible on the uniform or any item of apparel worn by a player. 4. Enforcement – Rule 10-2.3 and Penalty. Players are not permitted to wear non- compliant undershorts or undergarments (tights). Players wearing either shall be denied entrance to the game and must leave the game and remove the non-compliant apparel, if officials have mistakenly permitted them to enter. No technical foul shall be charged. If a player has a non-compliant game jersey, which does not comply with the requirements of Rule 1-22, the officials should assess one administrative technical foul against the team regardless of the number of non-compliant jerseys. Some of these interpretations may differ from some which I have previously provided to individual equipment personnel, coordinators, or officials. Our intention here is to clarify the intent of our rules and at the same time to ensure that the integrity of the game is maintained.
