SPEAKER BIOGRAPHIES Digital Health Innovations: Engaging the Patient and Transforming Health Care Delivery December 08, 2014 DAVID BLUMENTHAL is president of The Commonwealth Fund. Dr. Blumenthal is formerly the Samuel O. Thier Professor of Medicine at Harvard Medical School and Chief Health Information and Innovation Officer at Partners Healthcare System in Boston. He is also chairman of The Commonwealth Fund Commission on a High Performance Health System. From 2009 to 2011, he served as the National Coordinator for Health Information Technology, with the charge to build an interoperable, private, and secure nationwide health information system and to support the widespread, meaningful use of health IT. Previously, Dr. Blumenthal was a practicing primary care physician, director of the Institute for Health Policy, and professor of medicine and health policy at Massachusetts General Hospital/Partners Healthcare System and Harvard Medical School. He is the author of more than 250 books and scholarly publications, including most recently, Heart of Power: Health and Politics in the Oval Office. He is a member of the Institute of Medicine and a former board member and national correspondent for the New England Journal of Medicine. He has also served on the staff of the U.S. Senate Subcommittee on Health and Scientific Research; is the founding chairman of AcademyHealth, the national organization of health services researchers; and a trustee of the University of Pennsylvania Health System. Dr. Blumenthal received his undergraduate, medical, and public policy degrees from Harvard University and completed his residency in internal medicine at Massachusetts General Hospital. MICHAEL BLUM is chief medical information officer at UCSF Medical Center. He currently leads the enterprise wide implementation of APeX, UCSF's new electronic health record. He is dedicated to the early detection of heart disease and prevention through a heart-healthy lifestyle that includes diet, exercise and stress reduction.Dr. Blum is a Clinical Professor of Medicine in the Division of Cardiology at UCSF and a fellow of the American College of Cardiology among many other professional organization, including the American College of Cardiology, American Medical Informatics Association and Association of Medical Directors of Information Systems. He is the recipient of numerous honors and awards, such as the AMDIS Award for Excellence and Achievement in Advancement of Clinical Information Systems. Dr. Blum earned his medical degree from New York University School of Medicine. He completed an internship and residency in internal medicine, followed by a fellowship in cardiovascular medicine at Yale University School of Medicine. ANDREY OSTROVSKY is co-founder and CEO of Care at Hand, a mobile platform supporting the low cost care coordination. Dr. Ostrovsky is a practicing physician and social entrepreneur who has worked at the World Health Organization, San Francisco Department of Public Health and Boston Medical Center to strength public health through technology. He has served as Health Policy Fellow for U.S. Senator Cardin (D-MD) and Digital Health Startup Fellow at Rock Health. Dr. Ostrovsky is a clinical instructor at Harvard Medical School. Dr. Ostrovsky is the recipient of American Medical Association Foundation’s National Leadership Award, National Patient Safety Foundation’s Young Physicians Patient Safety Award and National Association for Area Agencies on Aging’s Aging Innovation Award for Technology. He received his MD from Boston University School of Medicine and completed his pediatrics residency training at Boston Medical Center and Boston Children's Hospital. ELIZABETH HALL is the vice president of Federal Affairs and director of the Washington Office for Anthem, Inc. Ms. Hall and her staff represent the company’s positions to Congress, the Administration, Washington-based organizations and coalitions. Until October 2010, she served as the company’s Vice President of Public Policy. Prior to joining Anthem, Inc., Ms. Hall served as the Director of the Office of Legislation at the Centers for Medicare and Medicaid Services at the Department of Health and Human Services. Ms. Hall also spent more than eight years working in the United States Senate in Leadership, Committee and personal office staff positions. CHRISTINE BECHTEL is president of Bechtel Health Advisory Group. She has worked for multiple consumer groups including National Partnership for Women & Families, AARP and AHQA. She was director of community development for Louisiana's Medicare Quality Improvement Organization, Louisiana Health Care Review. Ms. Bechtel was appointed by the Government Accountability Office (GAO) in 2009 to serve as a consumer representative on the federal Health IT Policy Committee, which she continues today. Ms. Bechtel has also served as a legislative associate for United States Senator Barbara A. Mikulski (D-MD). She holds a bachelor's degree in politics and public policy from Goucher College in Baltimore, Maryland and a master's degree in political management from George Washington University in Washington, D.C. .
