STAFF REPORT ACTION REQUIRED Turn Prohibitions – No. 330 King Street East Date: January 30, 2013 To: Toronto and East York Community Council From: Acting Director, Transportation Services, Toronto and East York District Wards: Toronto Centre-Rosedale, Ward 28 Reference Ts2013048te.top.doc Number: SUMMARY Transportation Services is requesting approval from City Council to prohibit eastbound left turns and southbound left turns during weekday morning and afternoon peak periods. These proposed turn prohibitions were identified as conditions of approval of Site Plan Application No. 08 107934 STE 28 SA regarding the development at No. 330 King Street East. The proposed turn prohibitions will minimize the impact of the new driveways at this property on the TTC King streetcar operations. RECOMMENDATIONS Transportation Services recommends that: 1. City Council prohibit eastbound left turns from 7:00 a.m. to 9:00 a.m. and from 4:00 p.m. to 6:00 p.m., Monday to Friday, from King Street East to the driveways on the north side of King Street East located approximately 40 and 50 metres west of Parliament Street. 2. City Council prohibit southbound left turns from 7:00 a.m. to 9:00 a.m. and from 4:00 p.m. to 6:00 p.m., Monday to Friday, from the driveways on the north side of King Street East located approximately 40 and 50 metres west of Parliament Street to King Street East. Financial Impact Costs, in the estimated amount of $800.00, associated with sign fabrication and installation are the responsibility of the developer. Turn Prohibitions – 330 King Street East 1 ISSUE BACKGROUND A new 14-storey mixed use building at No. 330 King Street East has been constructed on the north side of King Street East, west of Parliament Street. This building contains 217 residential units and retail uses at ground level. As a part of Site Plan Application No. 08 107934 STE 28 SA turn restrictions between King Street East and the access driveways to No. 330 King Street East, were identified as conditions of approval. COMMENTS King Street East is a four-lane major arterial roadway with a daily two-way traffic volume of approximately 16,000 vehicles and a speed limit of 50 km/h. TTC operates the "503 Kingston Rd", "504 King" and "508 Lake Shore" streetcars on this section of King Street East. Access to the underground parking garage and loading area is provided via two two-way driveways, on the north side of King Street East, at the west limit of the site. In order to minimize the impact of the new driveways on the existing TTC King streetcar operations, it was recommended that left turns to and from the site be prohibited during weekday morning (7-9 a.m.) and afternoon (4-6 p.m.) peak periods. City Council approval is required to implement these by-law amendments.
